Pursuant to A.R.S. §38-431.02, notice is hereby given to the members of the City Council and to the general public that, at this work session, the City Council may vote to go into executive session, which will not be open to the public, for legal advice and discussion with the City’s attorneys for legal advice on any item listed on the following agenda, pursuant to A.R.S. §38-431.03(A)(3).

The mission of the City of Flagstaff is to protect and enhance the quality of life for all.
LAND ACKNOWLEDGEMENT
The Flagstaff City Council humbly acknowledges the ancestral homelands of this area’s Indigenous nations and original stewards. These lands, still inhabited by Native descendants, border mountains sacred to Indigenous peoples. We honor them, their legacies, their traditions, and their continued contributions. We celebrate their past, present, and future generations who will forever know this place as home.

Public Participation enables the public to address the council about items that are not on the prepared agenda. Public Participation appears on the agenda twice, at the beginning and at the end of the work session. You may speak at one or the other, but not both. Anyone wishing to comment at the meeting is asked to fill out a speaker card and submit it to the recording clerk. When the item comes up on the agenda, your name will be called. You may address the Council up to three times throughout the meeting, including comments made during Public Participation. Please limit your remarks to three minutes per item to allow everyone to have an opportunity to speak. At the discretion of the Chair, ten or more persons present at the meeting and wishing to speak may appoint a representative who may have no more than fifteen minutes to speak.

Review of Draft Agenda for the December 6, 2022 City Council Meeting

Mayor Deasy asked that the addition of the pickleball courts at the current bark park location be included in the Thorpe Park Annex Plan. He also requested information about deed restrictions and grant restrictions related to the housing on the Thorpe Annex lot.

Captain Callander’ s communication and diligence kept his crews safe and saved many homes in the area. His leadership and experience dramatically changed the outcomes for many residents in the area while also keeping his fellow firefighter’s safety as the priority.

Sustainability Director Nicole Antonopoulos stated that the Youth Climate Advisory Group effort was a result of prior conversations with Council about engaging the youth of the community. Vehicle Nuisance Noise Ordinance Discussion

It was emphasized that the discussion and suggestions were still open for further consideration and wordsmithing before the final decision. Staff would continue to refine the ordinance and return to Council.

- Suggested noise levels and their comparison with other cities.
- The use of a sound meters by law enforcement officers.
- Concerns about the proposed changes in wording related to the location of measurements.
- Concerns about the impact on officer time and the financial burden of certification.
- The use of unmanned technological methods for noise enforcement with devices similar to speed cameras.
- Concerns about the potential impact on lower-income populations.
- How the ordinance would provide a tool for enforcement, especially in areas of continued complaints.
- Discretion of officers to cite.

Public Participation
Jim McCarthy addressed Council in response to emails accusing him of inappropriate actions related to noise complaints. He clarified his actions regarding noise readings to collect data as well as sharing a scholarly article with Council about noise.

Informational Items To/From Mayor, Council, and City Manager; future agenda item requests
Councilmember Shimoni expressed appreciation for the Native American Heritage Month events put on by the Indigenous Commission. He reported that he attended a Council meeting in Highland Park, Illinois; it was great to engage with another municipality and he shared some information about recent achievements of Flagstaff.
Vice Mayor Sweet noted that First Friday Artwalk was that week. She also stated that she would be attending the Winter Wonderland Tree Lighting that weekend.
Mayor Deasy and Councilmember McCarthy noted their attendance at the tree lighting as well.
Councilmember Aslan reported that he traveled to Santa Monica for a film festival. He spoke about his experience and noted that there was not a lot of proactive effort in terms of recruitment and promotion of Flagstaff as a film destination. He would like to see that change in the next year’s budget. He also stated that he toured the sediment detention basin at the Schultz Y. He expressed concern about snow play in the area. He encouraged discussion about how to manage that as well as a possible cost recovery opportunity.
Councilmember Salas noted that there used to be a Film Commission and she suggested that Councilmember Aslan lead the effort to reinstitute it. She reported that she appeared before the State Transportation Board to ask for funding prioritization for flood mitigation and widening of Highway 89. Later in the week MetroPlan would meet as would ECoNA. She was looking forward to First Friday Artwalk and the Winter Wonderland celebration.
