The Council and audience recited the pledge of allegiance, Councilmember House read the Mission Statement of the City of Flagstaff, and Vice Mayor Sweet read the Land Acknowledgement.

Public Participation enables the public to address the Council about an item that is not on the agenda. Comments relating to items that are on the agenda will be taken at the time that the item is discussed. If you wish to address the Council at tonight's meeting, please complete a comment card and submit it to the recording clerk as soon as possible. Your name will be called when it is your turn to speak. You may address the Council up to three times throughout the meeting, including comments made during Public Participation. Please limit your remarks to three minutes per item to allow everyone an opportunity to speak. At the discretion of the Chair, ten or more persons present at the meeting and wishing to speak may appoint a representative who may have no more than fifteen minutes to speak.
Duffie Westheimer addressed Council to request that speed limits be enforced as well as nuisance noise. Loud exhaust systems and speed are quality of life and safety issues.
Stephen Puhr addressed Council about the culvert on Highway 180 that had not been completed and is out of city and county code. He believed that the culvert was causing the flooding of the apartments and Stevanna Way and that a pipe should be installed to take the water to the Rio de Flag.
Wendy White, on behalf of the Community Assistance Teams (CATs) of Flagstaff, addressed Council about the converted school bus that had been equipped with shower and bathroom facilities and provided clothing and hygiene supplies to the unsheltered. She requested that the city provide a parking facility for the bus.
The following individuals addressed Council in support of the CATs bus and their need for a parking location.

William Head addressed Council and spoke in support of Ranked Choice Voting. He urged the Council to be the first in Arizona to utilize the method of voting.
Councilmember Shimoni reported that the Indigenous Commission would be meeting that week to discuss the upcoming Indigenous Peoples Day.
Councilmember Salas reported that MetroPlan was seeking input from the community on Stride Forward. She stated that the Discover Flagstaff annual stakeholder and partners meeting was coming up in October.
Councilmember House reported that the Housing Commission was celebrating a fully appointed commission and their ability to meet that month. They would be discussing the implementation of year one of the 10-Year Housing Plan.
Councilmember Aslan stated that there were still spots available for the Colorado Plateau Water Advisory Council field trip.
Vice Mayor Sweet reported that the Beautification and Public Art Commission would be meeting the following week to discuss the Airport Scroll, Aspen Ave Library Entry, Southside Community Garden, and the Downtown Connection Center.
Sergeant Kevin Sapp introduced the application and noted no concerns.
There being no public comment, Mayor Deasy closed the public hearing.

All matters under Consent Agenda are considered by the City Council to be routine and will be enacted by one motion approving the recommendations listed on the agenda. Unless otherwise indicated, expenditures approved by Council are budgeted items.

Moved by Vice Mayor Miranda Sweet, seconded by Mayor Paul Deasy to accept the Grant Agreement with the United States Department of Agriculture’s Urban Agriculture and Innovative Production grant for funds in the amount of $184,085.12.

Ratify lease amendment with United States General Services Administration for the Transportation Security Administration (TSA) leased space at the airport.
- Approve the Cooperative Purchase Contract with vCORE Technology Partners, LLC (vCORE), in the amount of $72,284.44, plus applicable taxes, for the purchase of Dell EMC Data Domain hardware (DD6400), licensing, and support/maintenance; and
- Authorize the City Manager to execute the necessary documents.

Councilmember House asked Detective Seay to explain more about the benefits of keeping trainees in Flagstaff. Detective Seay stated that Flagstaff is 180 miles away from the basic training academies. Flagstaff must apply and be selected to be a part of the academies and there was no guarantee for selection. There were costs associated with tuition and housing for the months the trainees attend and there was no day-to-day oversight of the officers during their training. Having them local would allow intervention earlier to build relationships and culture so that hopefully officers would choose to stay in Flagstaff long-term. The academy would be open for training of recruits across the state and would set Flagstaff up to be a leader in Northern Arizona.

Councilmember House stated that the Arizona Housing Supply Roadshow was that week and they would be seeking input on housing needs in the state. She requested a FAIR item to discuss how the city could assist NAU in building better relationships with the neighborhoods.
Councilmember Salas reported that she also attended the Arizona League of Cities and Towns annual conference the prior week.
Councilmember Shimoni stated that he would be attending the Housing Supply Roadshow. He asked for a follow-up on the request from CATs for a parking space. Mr. Clifton stated that the request would be discussed at the staff level and brought back to Council.
Mayor Deasy added that he also attended the Arizona League of Cities and Towns annual conference and found it to be a beneficial conference.
