1.
CALL TO ORDER

Mayor Deasy called the meeting of the Flagstaff City Council held December 20, 2022, to order at 3:02 p.m.
NOTICE OF OPTION TO RECESS INTO EXECUTIVE SESSION
Pursuant to A.R.S. §38-431.02, notice is hereby given to the members of the City Council and to the general public that, at this regular meeting, the City Council may vote to go into executive session, which will not be open to the public, for legal advice and discussion with the City’s attorneys for legal advice on any item listed on the following agenda, pursuant to A.R.S. §38-431.03(A)(3).

PLEDGE OF ALLEGIANCE, MISSION STATEMENT, AND LAND ACKNOWLEDGEMENT

The Council and audience recited the pledge of allegiance, Councilmember McCarthy read the Mission Statement of the City of Flagstaff, and Councilmember Shimoni read the Land Acknowledgement.
MISSION STATEMENT
The mission of the City of Flagstaff is to protect and enhance the quality of life for all.
LAND ACKNOWLEDGEMENT
The Flagstaff City Council humbly acknowledges the ancestral homelands of this area’s Indigenous nations and original stewards. These lands, still inhabited by Native descendants, border mountains sacred to Indigenous peoples. We honor them, their legacies, their traditions, and their continued contributions. We celebrate their past, present, and future generations who will forever know this place as home.
 
4.
Swearing in of Mayor and Councilmembers
The Honorable Judge Chotena administered the Oath of Office to the newly elected Mayor and Councilmembers Becky Daggett, Austin Aslan, Deborah Harris, Khara House, and Lori Matthews.
 
A written comment congratulating Councilmember House was submitted by her father.

Selection of Vice Mayor
 

Moved by Councilmember Jim McCarthy, seconded by Councilmember Miranda Sweet to appoint Councilmember Austin Aslan as Vice Mayor.

Vote: 7 - 0 - Unanimously

Recess for Reception
Mayor Daggett recessed the meeting at 3:18 p.m.

Reconvene Meeting
Mayor Daggett reconvened the meeting at 3:59 p.m.
 
11.
PUBLIC PARTICIPATION

Public Participation enables the public to address the Council about an item that is not on the agenda. Comments relating to items that are on the agenda will be taken at the time that the item is discussed. If you wish to address the Council at tonight's meeting, please complete a comment card and submit it to the recording clerk as soon as possible. Your name will be called when it is your turn to speak. You may address the Council up to three times throughout the meeting, including comments made during Public Participation. Please limit your remarks to three minutes per item to allow everyone an opportunity to speak. At the discretion of the Chair, ten or more persons present at the meeting and wishing to speak may appoint a representative who may have no more than fifteen minutes to speak.
Nate Spangler addressed Council and spoke about climate change and the climate emergency. He requested Council demonstrate a commitment to his future and the future of others.
 
Flagstaff Fire Department Captain Paul Sanders addressed Council and provided a 2022 Year in Review of the Fire Department.
 
Carmelita Chief addressed Council and spoke about climate change and requested changes in organizational structure, staff summaries, and the budget process to address the issues.
 
Dr. Michael Caulkins addressed Council and spoke about environmental sustainability and in support of the comments made by Ms. Chief.
 
Mark Alexander addressed Council and spoke about the threats of climate change and the need for ongoing conversations about climate change.
 
12.
Recognition: December Work Anniversaries
Senior Deputy City Manager Shannon Anderson provided a PowerPoint presentation that highlighted employees with a work anniversary in December.
 
13.
LIQUOR LICENSE PUBLIC HEARINGS
Mayor Daggett opened the public hearing on both applications.
 
Police Sergeant Kevin Sapp introduced the application noting nothing of concern.
 
There being no public comment, Mayor Daggett closed the public hearing.
 

Moved by Councilmember Lori Matthews, seconded by Councilmember Khara House to forward both applications to the state with a recommendation for approval.

Vote: 7 - 0 - Unanimously

Consideration and Action on Liquor License Application: Devangkumar G. Patel "Mountain Spirits Co.," 1490 S. Riordan Ranch Street, Series 09 (liquor store - all spirituous liquor), Owner Transfer. 
 
B.
Consideration and Action on Liquor License Application: Ian Benjamin Burns, "Brown Bag Burger," 824 W. Route 66, B1, Series 12, New Application.

REGULAR AGENDA
 
A.
Consideration and Adoption of Resolution No. 2022-61:  A resolution adopting the City Council 2023 Commemorative Flag Designations
City Clerk Stacy Saltzburg introduced the item and reviewed the requested additions to the 2023 schedule of flags.
 
Kate Wyatt addressed Council and requested that a Human Trafficking Awareness flag be flown in the month of January.
 
Vice Mayor Aslan spoke about the Ukraine request and stated that he supported the addition of the Human Trafficking Awareness flag.
 
Councilmember House noted her support for the Human Trafficking Awareness flag and suggested splitting the month of January with High Tech month.
 
There was brief conversation about the flags for Black History month and Native American Heritage Month. Coordinator for Indigenous Initiatives Rose Toehe shared with Council that efforts were underway to redesign the Native American Heritage Month flag.
 

Moved by Councilmember Jim McCarthy, seconded by Vice Mayor Austin Aslan to read Resolution No. 2022-61 by title only with the entire month of February designated as Black History Month and the addition of the Human Trafficking Awareness flag for the second part of January.

Vote: 7 - 0 - Unanimously

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FLAGSTAFF (PURSUANT TO THE CITY COUNCIL POLICY ON THE DISPLAY OF FLAGS) DESIGNATING ALL COMMEMORATIVE FLAGS THAT WILL BE DISPLAYED THROUGHOUT THE YEAR 2023 ON THE TEMPORARY POLE IN FRONT OF CITY HALL AS AMENDED
 

Moved by Councilmember Jim McCarthy, seconded by Councilmember Khara House to adopt Resolution No. 2022-61 as amended.

Vote: 7 - 0 - Unanimously

INFORMATIONAL ITEMS TO/FROM MAYOR, COUNCIL, AND STAFF, AND FUTURE AGENDA ITEM REQUESTS
Councilmember Sweet wished everyone Happy Holidays and welcomed all the new Councilmembers.
 
Councilmember McCarthy welcomed the new Councilmembers and thanked the exiting Councilmembers for their serve. He also requested an updated from staff on the work related to climate action.
 
Vice Mayor Aslan extended a welcome to all new members of the City Council.
 
Councilmember Matthews thanked everyone for the opportunity to serve and that she looked forward to working together.
 
Mayor Daggett extended appreciation to Mayor Deasy, Councilmember Salas, and Councilmember Shimoni for their work and service to the community. She extended congratulations to the incoming Councilmembers.
