The Heritage Preservation Commission humbly acknowledges the ancestral homelands of this area’s Indigenous nations and original stewards. These lands, still inhabited by Native descendants, border mountains sacred to Indigenous peoples. We honor them, their legacies, their traditions, and their continued contributions. We celebrate their past, present, and future generations who will forever know this place as home.

Approve the Minutes of the February 15, 2023 Heritage Preservation Commission Meeting.
Moved by Duffie Westheimer, seconded by Shelli Dea to approve the minutes of the February 15 Heritage Preservation Commission meeting.

Approval of a Historic Facades and Signs Grant
Approve a Historic Facades and Sign Grant of $10,000 for the restoration of transom windows at 3 E Aspen Ave, with the condition that the work meet the guidelines of the National Park Services's Preservation Tech Notes Number 1: Repair and Reproduction of Prismatic Glass Transoms.
The Commission can deny the grant application or ask for additional information.
The Commission reviewed this at the February meeting and asked for an additional breakdown of the costs and work.
Samantha DeWarf (Applicant): Provided additional background about the project and the need for expert help in restoring the property's transom windows.
Duffie Westheimer: Asked about the different dollar amounts on the application form.
Samantha DeWarf: Explained that they were initially planning to restore the windows themselves but have since decided to hire an expert. The application should have the updated restoration cost.
Sara Dechter: Stated that there is an error on the preservation budget that was submitted with the application, but that the amounts on page 6 are correct.
Emily Dale: Noted that this item had been moved from a prior commission meeting and asked whether the new application meets the commission's requests for more information.
Sara Dechter: Stated that yes, the new application meets the commission's request for more information.
Duffie Westheimer: Stated that she is concerned that the owner is not involved in the application.
Sara Dechter: Noted that the property owner has signed the application.
Duffie Westheimer: Asked who would be responsible if anything happens with the current tenant.
Sara Dechter: The tenant is responsible for the completion of the work and the owner is responsible for the maintenance of the work for ten years following completion of the work.
Samantha DeWarf: Stated that she is fully aware of the responsibilities of completing the work and plans to be in this space as long as possible. Also stated a personal interest in the history of the building and excitement at being a part of restoring it.
Amy Horn: Asked the applicant what the estimated time frame would be.
Samantha DeWarf: Answered that they have estimated a timeframe of a couple of weeks but does not have a specific time frame from the person doing the work.
Amy Horn: Appreciates that the tenant is motivated.
Shelli Dea: Asked the applicant to state who is doing the work.
Samantha DeWarf: Nicole Reavis and added that she has a connection to Mark Reavis, the City's Heritage Preservation Officer.
Moved by Duffie Westheimer, seconded by Bernadette Burcham to approve historic signs and façade grant to Samantha DeWarf and the property owner to restore the Luxor transom windows at 3 E Aspen Ave with the condition that the work meet the guidelines of the National Park Services's Preservation Tech Notes Number 1: Repair and Reproduction of Prismatic Glass Transoms.

Downtown Historic Transportation Corridor
Mark Reavis: Went over the State Historic Preservation Office consultation related to the downtown transportation corridor, noting that they recommended the City pull together a comprehensive historic property management plan.
Duffie Westheimer: Asked if there is a timeline anticipated for the management plan.
Mark Reavis: Clarified that this is an ongoing effort and that the City is looking to apply for money from SHPO and has also asked for an allocation of money from council to help complete it.
Duffie Westheimer: Noted that she agrees that this is an important effort. Also asked "can Mark do anything about adjusting schedules during construction so people who live downtown can still function?" Emphasizing that there are many projects that could take place in the same area (downtown) at the same time. They should be coordinated so that downtown and surrounding neighborhoods can function.
Mark Reavis: Stated that that is not within his purview, but continues to attend all meetings and advocate for residents.
Shelli Dea: Noted appreciation to Mark for being a part of it.
