Call to Order
Chair Toner called the meeting to order at 1:31pm.

Mission Statement and Land Acknowledgment

MISSION STATEMENT

A commission to foster support, respect, awareness and appreciation of diversity among all citizens of Flagstaff.
LAND ACKNOWLEDGEMENT

The Commission on Diversity Awareness humbly acknowledges the ancestral homelands of this area’s Indigenous nations and original stewards. These lands, still inhabited by Native descendants, border mountains sacred to Indigenous peoples. We honor them, their legacies, their traditions, and their continued contributions. We celebrate their past, present, and future generations who will forever know this place as home.
Chair Toner read the Mission Statement and Land Acknowledgment.

Upcoming Opportunities and Announcements
Commissioner Kidd informed the group of Pride in the Pines and parade happening early on June 17th, the event is free and open to community.
 
5.
Public Comment

The Commission cannot act upon items presented during the Public Participation portion of the Agenda. Individual Commission members may ask questions of the public but are prohibited by the Open Meeting Law from discussion or considering the item among themselves until the item is officially placed on the Agenda. Each public comment or presentation will be limited to five (5) minutes.

Approval of Minutes: April 19, 2023
Commissioner Kidd motioned to approve minutes. Commissioner Sanchez second the motion. The minutes were approved unanimously.

Action Items
 
A.
  1. Dora Serbanescu with Northern Arizona Healthcare diversity coordinator.
Dora Serbanescu gave a presentation on NAH's Diveristy, Equity and Inclusion program's Cultural Celebrations from the past year and their plans to expand the program more in the coming year as well as answered questions from the group. Chair Toner offered to share any links to future events open to the community to the commission's website.
 
B.
  1. Update on Juneteenth. Report from Bethany Camp
Chair Toner gave an update on Juneteenth in commissioner Camp's absence. The work group will continue working to come up with formal ideas to present to the City Council to make Juneteenth an official holiday in Flagstaff and will convene on June 16th.
 
C.
Pride Panel report, make decisions on booth and parade for June 17th, 2023
Chair Toner gave an update on attending the Pride Panel the last week of April. CODA will march in the Pride Parade, Staff Liaison Keita will look into getting a banner ordered. Chair Toner will reach out to former commissioners to invite them to march in the parade with CODA. The next collaborative event with the library will be in November.

Proclamations Work Group Update:

Commissioner Kidd shared pride proclamation updates with the group. Chair Toner made motion to accept the proclamation with any edits that may be sent to Staff Liaison Keita within the following week. Commissioner Gebler second the motion. The motion passed unanimously. 
 
B.
Updates from Staff Liaison: Staff Liaison will give any potentials updates on city council meeting. Update from Council Liaison Khara House
Staff Liaison Keita updated the group on considerations for appointments to the Heritage Preservation Commission, specification to liquor licenses to new business and recommendations and applications for real estate ventures.

Commissioner Kidd asked when the pride proclamation would be read to council, Staff Liaison Keita did not know but said she will communicate the information to the group when it becomes available.

Commissioner Kidd was added to the Women's History Month work group.

Future Priorities: Landlord education for Anti base education. Ask Ishmael if he can present and when.

Ishmael Munene advised the committee on information he has gathered from his colleagues regarding housing struggles and discrimination against NAU students and faculty from a variety of foreign countries. He suggested providing landlord and student education in diversity and discrimination. Chair Toner will reach out to NAU Manager of City Affairs, Valerie Chase, to invite her as a liaison to meetings to participate in the discussion and present. Commissioner Jarvis suggested reaching out to Angelina Castagno at NAU as an educational resource. Commissioner Kidd suggested hosting a public seminar, Chair Toner agreed. Work group will be created next meeting.

Ishmael has been appointed faculty chair of the Commission for Ethnic Diversity at NAU and would like to continue to work with CODA in that role.

Recommendations to Council (updates and future items). Anti-Camp Ordinance review of data for move to another committee

Current Commission Priorities: Rainbow Convocation May 7th, 2023
Fire information survey
Rainbow Convocation - guest D Wegert praised the event and turn out.

Fire information survey - Chair Toner reminded everyone to complete the survey.

Agenda for Future Meeting(s).
Municipal Equity Index Report: Discussion update on recent report.
Discussion on Commemorative Flag update from Rose Toehe to collaborate with CODA and other community groups to develop a flag that would help represent the African American community for Black History Month better than the current representing flag does. Also, to discuss future opportunities for flag representation of community groups.
The Municipal Equity Index will remain on the agenda, will invite previous presenters back for an update. Rose Toehe is continuing to work on and do research for a commemorative flag if one can embody multiple culture or if multiple flags will be designed for each group.

Council Person House informed the group she received an email about Jewish Heritage Month not being included in the proclamation. Chair Toner will add discussion to next month's agenda.

Chair Toner adjourned meeting at 2:56pm.
