1.
Call to Order

Chairperson Jones called the meeting to order at 4:05 pm.
NOTICE OF OPTION TO RECESS INTO EXECUTIVE SESSION
Pursuant to A.R.S. §38-431.02, notice is hereby given to the members of the Commission and to the general public that, at this regular meeting, the Commission may vote to go into executive session, which will not be open to the public, for legal advice and discussion with the City’s attorneys for legal advice on any item listed on the following agenda, pursuant to A.R.S. §38-431.03(A)(3).

Public Comment

At this time, any member of the public may address the Commission on any subject within their jurisdiction that is not scheduled before the Commission on that day. Due to Open Meeting Laws, the Commission cannot discuss or act on items presented during this portion of the agenda. To address the Commission on an item that is on the agenda, please wait for the Chair to call for Public Comment at the time the item is heard.

APPROVAL OF MINUTES
Approval of the minutes from the regular meeting on Wednesday, June 14, 2023.
 

Moved by Mary Norton, seconded by Marchell Camp to approve minutes as written.

Vote: 6 - 0 - Unanimously

 
5.
PUBLIC HEARING
 
A.
Direct to Ordinance Zoning Map Amendment request from Vintage Partners and Liv Communities, LLC to rezone approximately 13.01 acres located at 2445 S Woody Mountain Road from the Rural Residential (RR) zone within the Resource Protection Overlay (RPO) zone to the High Density Residential (HR) zone within the RPO zone.

Staff recommended the Planning and Zoning Commission vote to continue the item to August 9, 2023.
 

Moved by Mary Norton, seconded by Marchell Camp to continue the public hearing until August 9, 2023.

Vote: 6 - 0 - Unanimously

 
6.
GENERAL BUSINESS
 
A.
An Annexation request from Vintage Partners and Liv Communities, LLC of approximately 1.56 acres located at 2445 S. Woody Mountain Road.  The property is identified as a portion of Coconino County Assessor’s Parcel Number 112-01-019B which is approximately 13.01 acres.  This annexation request is the first part of a two part request.  The second part of the request is a Direct to Ordinance Zoning Map Amendment

Staff recommended the Planning and Zoning Commission vote to continue the item to August 9, 2023.
 

Moved by Mary Norton, seconded by Marchell Camp to continue this item until the August 9, 2023, Commission Meeting.

Vote: 6 - 0 - Unanimously

 
B.
Flagstaff Regional Plan Update
 
Comprehensive & Neighborhood Planning Manager Sara Dechter presented an update on the 2045 Regional Plan process.
