1.
Call to Order

Mayor Daggett called the meeting of the Flagstaff City Council held June 23, 2023, to order at 8:32 a.m.

NOTICE OF OPTION TO RECESS INTO EXECUTIVE SESSION
Pursuant to A.R.S. §38-431.02, notice is hereby given to the members of the City Council and to the general public that, at this retreat, the City Council may vote to go into executive session, which will not be open to the public, for discussion and consultation with the City’s attorneys for legal advice on any item listed on the following agenda, pursuant to A.R.S. §38-431.03(A)(3).

Pledge of Allegiance, Mission Statement, and Land Acknowledgement

The Council and audience recited the pledge of allegiance, Mayor Daggett read the Mission Statement of the City of Flagstaff, and Councilmember Matthews read the Land Acknowledgement.
MISSION STATEMENT
The mission of the City of Flagstaff is to protect and enhance the quality of life for all.

LAND ACKNOWLEDGEMENT
The Flagstaff City Council humbly acknowledges the ancestral homelands of this area’s Indigenous nations and original stewards. These lands, still inhabited by Native descendants, border mountains sacred to Indigenous peoples. We honor them, their legacies, their traditions, and their continued contributions. We celebrate their past, present, and future generations who will forever know this place as home.

Priority Based Budgeting Priorities and Objectives
Mr. Clifton and Management Analyst Chris Rhode introduced Kathy Novak and Chris Fabian. Together they provided a PowerPoint presentation that covered the following:

Council briefly discussed how the variety of issues facing Flagstaff overlap with each other and how they fit within the context of PBB.
 
Councilmember Matthews requested that agenda materials not only reference PBB priorities but also the specific objectives within the priorities. It would be helpful for there to be more specifics as to how the action presented supoported the priorities and objectives.
 
A break was held from 10:00 a.m. through 10:15 a.m.
 
KEY COMMUNITY PRIORITY #1 – HIGH PERFORMING GOVERNANCE
 
The following suggestions were made:
  • Remove the word “enhance” and replace with “continue” or “maintain.”
  • Add “continue to” in front of increase efficiency and effectiveness.
  • Highlight the city’s focus on striving to recruit the best employees.
KEY COMMUNITY PRIORITY #2 – SAFE & HEALTHY COMMUNITY
 
The following suggestions were made:
  • Change “provide alternative responses” to “build upon and expand alternative responses.”
  • Consider adding the CARE unit as an example.
  • Bolster awareness of community partners and the services that they provide.
  • Increase awareness and form stronger partnerships with community partner organizations.
KEY COMMUNITY PRIORITY #3 – INCLUSIVE & ENGAGED COMMUNITY
 
The following suggestions were made:
  • Add collaboration between community agencies.
  • Increase equity and inclusion.
  • As issues arise or come to our notice, the city is responsive through things like training and strong partnerships.
  • More engagement with neighborhoods through meetings in the community.
  • Promote diversity in commission applicants and appointments.
KEY COMMUNITY PRIORITY #4 – SUSTAINABLE, INNOVATIVE INFRASTRUCTURE
KEY COMMUNITY PRIORITY #5 – ROBUST RESILIENT ECONOMY
 
The following suggestions were made:
  • Smart growth
  • Non-competing priorities
  • Enhanced communication
KEY COMMUNITY PRIORITY #6 – LIVABLE COMMUNITY
KEY COMMUNITY PRIORITY #7 – ENVIRONMENTAL STEWARDSHIP
 
Council went through an exercise that reaffirmed and modified the current objectives.

Council discussed various ways to reach the community and how the city might be able to increase participation.
 
Council offered words of appreciation and excitement about the next steps of the process.
