Chair Toner called the meeting to order at 1:30pm.

Mission Statement and Land Acknowledgment
MISSION STATEMENT
A commission to foster support, respect, awareness and appreciation of diversity among all citizens of Flagstaff.
LAND ACKNOWLEDGEMENT
The Commission on Diversity Awareness humbly acknowledges the ancestral homelands of this area’s Indigenous nations and original stewards. These lands, still inhabited by Native descendants, border mountains sacred to Indigenous peoples. We honor them, their legacies, their traditions, and their continued contributions. We celebrate their past, present, and future generations who will forever know this place as home.
Chair Toner read the mission statement and land acknowledgment.

Upcoming Opportunities and Announcements: Upcoming Election for chair and vice chair
Guest Kim Robinson told the committee about monthly community dinner held on Sundays, with the next coming up on 7/23/23 from 2-4PM at the Murdoch Community Center. She also told the committee about upcoming welcome home celebration August 25th-29th for actress Erica Alexander.
Chair Toner asked if Co-chair Gebler would be taking over as Chair in October, she said she would the commission passed the decision unanimously. Chair Toner then asked if anyone wanted to volunteer or nominate another commissioner for co-chair. Commissioner Camp nominated Commissioner Kidd, Commissioner Jarvis supported the nomination. The committee approved unanimously.

Public Comment
The Commission cannot act upon items presented during the Public Participation portion of the Agenda. Individual Commission members may ask questions of the public but are prohibited by the Open Meeting Law from discussion or considering the item among themselves until the item is officially placed on the Agenda. Each public comment or presentation will be limited to five (5) minutes.

Commissioner Kidd invited multiple people to join the meeting to be involved in the committee's discussions. Guests Dr. Mallett, Zane Jacobs, Kimberley Robinson, and Angelina Castagno took turns introducing themselves.

Approval of Minutes: June 21, 2023
Commissioner Jarvis made a motion to approve minutes from 6/21/23. Commissioner Camp seconded the motion. Approved unanimously.

Action Items
A.
Update on Juneteenth.
Chair Toner updated the group on Juneteenth and Indigenous People's Day and advised that the topic has been added to the City Councils' agenda for the second Tuesday in October.
B.
Discussion of formal efforts for the women’s right commission.
Commissioner Camp advised the committee there will be an update at the next meeting.
C.
Presentation from Vice provost/city liaison to come regarding housing issues for students in flagstaff. Further discuss on Landlord education.
Guest Angelina Castagno told the committee about her background and work at NAU and how she can help and support the group's effort to address housing issues for students. Guest Dr. Mallett asked that if a student reports they are experiencing discrimination from any source that they be directed to report it to the NAU Campus Inclusion Team. Chair Toner will work to form a work group between the committee and the NAU Inclusion Team in the next month or two, Staff Liaison Keita agreed the collaboration would be beneficial.
D.
Indigenous Representation Project Presentation by Cristen Crujido, Art Collections & Beautification Coordinator and Jana Weldon, Beautification, Arts & Sciences Program Manager City of Flagstaff.
Guest Jana Weldon told the committee about her organization's Indigenous/Multi-Cultural Representation Project and the various committees and outside organizations involved. Guest Cristen Crujido gave a power point presentation to the group about the project. Commissioner Kidd expressed her support of the project.

Reports/Discussion Items

Proclamations
i.
Proclamations Work Group Update: Update provided by Carolyn Kidd, Bethany Camp, Mandy Gebler
Commissioner Kidd said the next proclamation will be Hispanic Heritage Month, which will be October 15th to November 15th. She said the proclamation will be ready for the next meeting, but will send it to the work group beforehand.

Updates from Staff Liaison: Updates from Staff Liaison- Staff Liaison will give any potentials updates on city council meeting.
Staff Liaison Keita updated the group that City Council will return to their meetings August 28th. She reviewed what leadership with the City of Flagstaff is doing in effort to move forward with making Juneteenth and Indigenous People's Day paid holidays.

Voting for new commission members
Staff Liaison Keita reminded commissioners if their terms are coming to an end they will need to reapply to remain on the committee. Commissioner Sanchez's and Co-Chair Gebler's terms will end 9/1/23.

Work group list report or update

Collaboration with library
Chair Toner told the committee about the collaborations with the library to archive the LGBTQ+ community's history and that the work group meetings will resume in August.
E.
Women’s Right’s Commission
Chair Toner asked that the committee push legal to move forward with the Equitable Restroom Ordinance that City Council passed, as there has been a significant lapse in time since it was sent to legal.

Agenda for Future Meeting(s)
- Anti-Camp Ordinance review of data for move to another committee
Chair Toner said the Anti-Camping Ordinance will remain on agenda and will be handed off to a graduate student and then to the Housing Commission. She said the committee will also continue to keep a placeholder for discussion on commemorative flags from Rose Toehe. Commissioner Kidd suggested that the community hold a contest in the schools for the children to design the flags. Chair Toner asked that the commission work with the Beautification Commission and Indigenous Commission to draft a proposal to create the contest.
