Chris Rhode, Management Analyst, said a survey on Priority Based Budgeting objectives and priorities is open through August 4th and can be found at flagstaff.az.gov/3258/prioritybasedbudgeting.
Eric Wolverton, member of the public, gave an overview on Habitat for Humanity’s Starter Home program. They are hoping to finish construction on their second starter home in September. Additionally, they are working on 30 starter homes in the Timber Sky neighborhood. They hope to break ground in early 2024.

Flagstaff Regional Plan 2045 Summer Update

Sara Dechter, Comprehensive & Neighborhood Planning Manager presented on the 2045 Flagstaff Regional Plan process.
Chair Denham asked if they were tracking the number of renters engaging with the process. Sara Dechter said that they mailed outreach to every address, but they have not been tracking homeownership data. She said they had been careful about demographic questions as some felt that would discourage participation.
Eric Wolverton, member of the public, asked about how struggles in Williams, AZ with septic and water and a potential housing moratorium will affect the plan. Sara Dechter said that is something that will need to be planned for, and they are taking urban growth and maintaining water and sewer resources into consideration.

Overview of the Updated Housing Section Limited English Proficiency (LEP) Language Access Plan (LAP)

Adriana Fisher, Housing Program Manager, presented an update on the Limited English Proficiency (LEP) Language Access Plan (LAP). She requested the Housing Commissioners assist in dispersing the information about the plan during its public comment period from August 1st through August 30th.
Chair Denham asked for verification that this was a plan for making materials available in other languages for people with limited English proficiency. Adriana Fisher confirmed, adding that this would let employees know what to do when a request for translation is made.

Update from Housing Commissioners and other informational items
Chair Denham said that at a recent Regional Plan workshop, members of Sunnyside and Southside Associations raised concerns about displacement and gentrification. Chair Tyler Denham noted academic research he had found on displacement and asked if the Housing Commission could help educate the public. Adriana Fisher said this may be able to be addressed at a future meeting. Sarah Darr noted strategies in the 10-Year Housing Plan and requested more information about Chair Tyler Denham’s research so staff and Commissioners could discuss the topic with the public. She said that this item would be added to the working calendar.

Commissioner Devonna McLaughlin asked for an update on the Homeless Shelter and Services Funds from the Arizona Department of Housing. Kristine Pavlik, Housing & Grants Administrator, said she plans to be back in the September Housing Commission meeting with recommendations for the allocation of the funds. Funds can be used for operations of programs that serve homeless individuals, hotel and motel vouchers for homeless individuals, and move-in costs.
