Call to Order
NOTICE OF OPTION TO RECESS INTO EXECUTIVE SESSION
Pursuant to A.R.S. §38-431.02, notice is hereby given to the members of the Heritage Preservation Commission and to the general public that, at this regular meeting, the Heritage Preservation Commission may vote to go into executive session, which will not be open to the public, for legal advice and discussion with the City’s attorneys for legal advice on any item listed on the following agenda, pursuant to A.R.S. §38-431.03(A)(3).

LAND ACKNOWLEDGEMENT

The Heritage Preservation Commission humbly acknowledges the ancestral homelands of this area’s Indigenous nations and original stewards. These lands, still inhabited by Native descendants, border mountains sacred to Indigenous peoples. We honor them, their legacies, their traditions, and their continued contributions. We celebrate their past, present, and future generations who will forever know this place as home.

Chair Dale read the land acknowledgement.

Due to Open Meeting Laws, the Commission cannot discuss or act on items presented during this portion of the agenda. Moved by Duffie Westheimer, seconded by Shelli Dea to approve the minutes of the July 19 Heritage Preservation Commission meeting.

PUBLIC HEARING

Fire Creek Coffee Company (Hist: Donahue Building)
Address:  22 E Route 66
Assessor's Parcel Number:  100-20-002
Property Owner:  Puchteca Investment Group LLC
Applicant:  Antoinette & Steve Beiser
City Staff:  Mark Reavis HPO

Owner is requesting a Historic Sign and Facade Grant for $8,310 for facade rehabilitation
Recommended Motion: Approve a Historic Signs and Facade grant with an allocation of $8,310 to be awarded to Antoinette & Steve Beiser (Puchteca Investment Group LLC) for rehabilitation work at 22 E Route 66.
 
The Historic Preservation Commission (HPC) for the Historic Façade and Signs Grant may:
(1) Approve per the staff recommended motion – or –
(2) The Commission could request modifications to the proposal and include them as conditions of approval – or –
(3) Continue the HPC review to a date certain and ask the applicant to come back with a modified proposal that meets those conditions – or -
(4) Deny the grant request.

Vote: 4 - 0 - Unanimously

Mark Reavis: Introduced the project and applicant.

Antoinette Beiser: Clarified that the project is necessary; structure has noticeable deterioration.

Shelli Dea: Inquired about what the repairs will entail.

Mark Reavis: Noted that repairs will include paint repair, concrete in the entryway, and stucco repair.

Duffie Westheimer: Asked for clarification on where the stucco will be applied to the building.

Antoinette Beiser: Answered that the new stucco will extend to the top of the building.

Emily Dale: Asked if the current sign design will repainted on the building following the stucco work.

Antoinette Beiser: Answered that there are plans for a sign, but that it was excluded because signs fall under a different application.

Alycia Hayes: Asked for further classification on what material will be used as a wood substitute on the building.

Antoinette Beiser: Answered that the material is similar to wood and used on multiple structures in the area.

Mark Reavis: Clarified that the material is a composite fiber.

Duffie Westheimer: Asked if colors of the building will be altered.

Antoinette Beiser: Answered that colors selected will be compliant with city standards.

Sara Dechter: Explained that colors will require a certificate of no effect, so building colors will not be necessary for this application.

Cultural Resource Study Baca House
Address:  3 S. Colorado Street
Assessor's Parcel Number:  104-01-019
Property Owner:  City of Flagstaff
Applicant:  City of Flagstaff
City Staff: Mark Reavis HPO

The City of Flagstaff requesting the acceptance of a Phase 2 Cultural Resource Study to document the home located at 3 S Colorado St. commonly referred to as the Baca House, that will allow for the demolition of the structures on the site to clear the alignment of the voter-approved Lone Tree Overpass.
Recommended Motion: Accept the Phase 2 Cultural Resource Study titled Baca House, 3 S. Colorado Street, Flagstaff, AZ APN Parcel # 104-01-019 prepared by Nancy Holst, PHD of WSP with contributions by Ted Roberts, M.A., RPA dated June 23, 2023
 
Alternative HPC Actions: The Historic Preservation Commission (HPC) for Cultural Resource Studies may:
(1) Approve per the staff-recommended motion – or –
(2) The Commission could request modifications to the document and include them as conditions of approval – or –
(3) Continue the HPC review to a date certain and ask the applicant to come back with a modified proposal that meets those conditions – or -

Mark Reavis: Introduced the Cultural Resource Study, apologized for the stone being classified as Malpais stone in the document.

Duffie Westheimer: Wanted to know if the four places where Malpais stone is mentioned have been corrected.

Mark Reavis: Answered that they have not been corrected but that he is willing to amend them.

Alycia Hayes: Asked for clarification as to whether the study is Phase 1 or Phase 2

Mark Reavis: Answered that the study should be considered a phase 2 and will clarify that as well.

Duffie Westheimer: Asked about an old wall located near the property.

Mark Reavis: Answered that it is a wall that is associated with a house demolished two houses to the north.

Emily Dale: Asked how many buildings have been demolished in total for this project.

Mark Reavis: Two buildings to the north of the Baca House, the Baca House, a warehouse/metal building structure that did not meet the criteria for being listed. There is one more building to be demolished that needs a cultural resource study which is the Flag Ice building. We are currently working out how to get that building evaluated and get the correct cultural resource study done on it. There was a building on Butler that was demolished and was not historic. The cement plant gets destroyed as well; it is not historic.

Duffie Westheimer: Asked for clarification on how the commission can influence future decisions regarding housing.

Sara Dechter: Clarified that the decision for alignment in 2006. She is fairly certain that this commission did have input on the project, but would need to look at minutes from those meetings.

Tisha Cazel: Provided public comment expressing discontent with the demolition of the Baca House and Lone Tree alignment project in general.

Shelli Dea: Asked what happens with material after demolition.

Mark Reavis: Answered that he worked with the property owner on the building demolition north of the Baca House to stockpile usable material. The site to the south is going through a planning process on developing that area. They received the material. He was able to work out with the contractor and property owner to receive the material.

Duffie Westheimer requested to amend the motion to include correcting the type of stone documented in the Cultural Resource study.

GENERAL BUSINESS
 
A.
McAllister Ranch (Forman's House & Barns) as Urban Farm Site
Heritage Preservation Commission to endorse the concept of using the McAllister Ranch Forman's site for Urban Farming, with any work meeting the US Secretary of the Interior Standards for Rehabilitation and being done in consultation with the Historic Preservation Officer.
Mark Reavis: Explained the concept of the project and its potential use for urban farming.

Shelli Dea: Expressed interest and asked how funding will be acquired.

Mark Reavis: Answered that he believes the property can be listed on the National Register and can pursue grants associated with it.

Duffie Westheimer: Suggested that getting in touch with the Arboretum could be productive.

Shelli Dea: Agrees that getting national listing is important because of the nature of the property and its potential uses.

Alycia Hayes: Supports the idea of adaptive reuse on the property.

 
 
B.
Election of a new Vice-Chair
Election was canceled and Shelli Dea retained as Vice Chair.
 
8.
MISCELLANEOUS ITEMS TO/FROM COMMISSION MEMBERS
Duffie Westheimer:  Asked for update on project at 3 E Aspen that was approved in March, 2023.

Sara Dechter: Answered that the Business and Property owner has not been in touch. Sara stated that she will follow up on the status.



Duffie Westheimer:  Asked about 207 waivers and if maps exist that show properties with 207 waivers.

Sara Dechter: Answered that data is collected and she will work with zoning code manager to make sure that this is accurately displayed.

Sara Decher: Commented on ongoing work on the Downtown Mile and Rio De Flag. Proposed a standing consult report for progress, including potential presentations by engineering for questions regarding project specifics.

Emily Dale: Communicated that the commission seems to be in agreement that this is desired.


Sara Dechter: Announced that Jordan Hollinger, Associate Planner, will be departing the City of Flagstaff.


Sara Dechter: Explained that finalized meeting minutes need to be physically signed by Chair or Vice Chair.
