CALL TO ORDER

NOTICE OF OPTION TO RECESS INTO EXECUTIVE SESSION
Pursuant to A.R.S. §38-431.02, notice is hereby given to the members of the Commission and to the general public that, at this work session, the Commission may vote to go into executive session, which will not be open to the public, for legal advice and discussion with the Commission’s attorneys for legal advice on any item listed on the following agenda, pursuant to A.R.S. §38-431.03(A)(3).
Chair Marie Jones called the meeting to order at 4:04 p.m.

At this time, any member of the public may address the Commission on any subject within their jurisdiction that is not scheduled before the Commission on that day. Due to Open Meeting Laws, the Commission cannot discuss or act on items presented during this portion of the agenda. To address the Commission on an item that is on the agenda, please wait for the Chair to call for Public Comment at the time the item is heard.

APPROVAL OF MINUTES
Approval of the minutes from the regular meeting on Wednesday, October 11, 2023.
 

Moved by Carole Mandino, seconded by Mary Norton to approve the minutes of the October 11, 2023 regular meeting.

Vote: 4 - 0 - Unanimously

 
5.
PUBLIC HEARING
 
A.
Text Amendment - Open Space Terminology (PZ-23-00130)
  • Modifying existing and adding new definitions “Common Space” and “Private Space”.
  • Changing terminology within the Flagstaff Zoning Code to the following – “Common Space” and “Private Space”.

Staff Recommended Action:
Staff recommends the Planning and Zoning Commission, in accordance with this report, find that the required findings of the Zoning Code have been met, and that the Planning and Zoning Commission make a recommendation to the City Council for approval of the Zoning Code Text Amendment.
 
Bethan Heng, Planner, gave a PowerPoint presentation.  Tiffany Antol, Zoning Code Manager, answered questions from the commission.  There was no public comment.
 

Moved by Carole Mandino, seconded by Mary Norton in accordance with the findings presented, forward the code amendment to the City Council with a recommendation of approval.

Vote: 4 - 0 - Unanimously

GENERAL BUSINESS
 
A.
Discussion: 

Case No PZ-22-00223: Request for a work session with the Planning & Zoning Commission to discuss the City’s proposed amendment to the Zoning Code to modify the existing Planned Residential Development requirements.

Case No. PZ-23-00135:  Request for a work session with the Planning & Zoning Commission to discuss the City’s proposed amendment to the Zoning Code to modify the standards for Neighborhood & Regional Meeting Facilities.

Case No.  PZ-23-00136:  Request for a work session with the Planning & Zoning Commission to discuss the City’s proposed amendment to the Zoning Code to add single-family, duplex, and multiple-family dwellings as permitted uses in Public Facility (PF) Zone.

Case No. PZ-23-00137:  Request for a work session with the Planning & Zoning Commission to discuss the City’s proposed amendment to the Zoning Code to change the minimum parcel size in the MH zone from 5 acres to 4,000 square feet as well as add minimum lot width and depth standards.
 
Tiffany Antol, Zoning Code Manager, provided a PowerPoint presentation and answered questions from the commission.
