Approval of the minutes from the regular meeting on Wednesday, October 25, 2023.
Moved by Carole Mandino, seconded by Marie Jones to approve the minutes of the October 25, 2023 meeting.

Staff recommends the Planning and Zoning Commission, in accordance with this report, find that the required findings of the Zoning Code have been met, and that the Planning and Zoning Commission make a recommendation to the City Council for approval of the Zoning Code Text Amendment.
Zoning Code Manager, Tiffany Antol gave a PowerPoint presentation to the Commission that included an overview of the proposed amendment, meeting facilities - neighborhood and regional.
The amendment proposes to separate the two uses and create two separate definitions. For example, neighborhood will be more defined as nonprofit use and regional will be more defined as commercial use.
Tiffany Antol also included staff recommendations and findings.
Moved by Marie Jones, seconded by Bob Harris III for PZ-23-00135 the city's request for a Zoning Code Amendment to modify the standards, and the definition of neighborhood and regional meeting facilities that we recommend to City Council for approval; this Zoning Code Text Amendment in accordance with staff report and the findings.

Tiffany Antol stated that the five acres was meant to be specific to a mobile home park or manufactured home park, which is more the correct terminology. Therefore, the amendment proposes a minimum of 4,000 square foot lot size, which is more in alignment with the other residential zoning categories.
Moved by Carole Mandino, seconded by Mary Norton for PZ-23-00137 for a Text Amendment to change the minimum parcel size of manufactured home zone subject to the findings.

Tiffany Antol noted the Planned Residential Development (PDR) Standards have been in the Zoning Code and grants some administrative authorities for certain development in residential zones and a tool used in subdivisions. The proposed amendment includes a revision to the PDR Standards including modification to civic space and common open space requirements, as well as general changes to make residential and commercial use tables and definitions more user-friendly for staff and the public.
Moved by Marie Jones, seconded by Mary Norton that PZ-2200223 be forwarded to City Council for approval having met the findings.
