Recommended Protocol for Members and Other Participants
All commissioners should have their microphones on mute to keep the background noise out of the chat room. The chair of the meeting should ensure everyone has an opportunity to speak if they would like. Information Items To/From Inclusion nand Adaptive Living Commission Members
Vice Chair Simukonda updated the commission on the Sidewalk Encroachment Presentation given to City Council and possible future plans involving other city departments.

Update from Staff Liaison Lisa Keita, City of Flagstaff.
Liaison Keita did not have any new updates.

Update from Staff Liaison Estella Hollander, NAIPTA.
Estella was not present.

NACOPT Youth Liaison - vacant
The commission does not currently have a Youth Liaison, Chair Randall updated the commission on the NACOPT fair, which will be 10/27/23.

Public Participation
The Commission cannot act upon items presented during the Public Participation portion of the Agenda. Individual Commission members may ask questions of the public but are prohibited by the Open Meeting Law from discussion or considering the item among themselves until the item is officially placed on the Agenda. Each public comment or presentation will be limited to five (5) minutes.

REPORTS/DISCUSSION ITEMS
A.
Presentation to City Council on Sidewalk Obstruction.
Vice Chair Simukonda updated the commission on proposed program called Snow Angels to assist with snow removal for elderly or disabled community members. City of Flagstaff employees Amy Hagin, Reggie Eccleston, and Kevin Dunlap advised the commission on programs and policies with the city as they pertained to snow removal and private property. Commissioner Purrington suggested the commission request volunteers from NAU and ask the City Council for a call to action for corporate social responsibility programs.
B.
Parking Liaison
Vice Chair Simukonda said the commission previously had a Parking Liaison that worked with the Police Department and that Jamie Martinez would be willing to step into that role. Chair Randall request that the Parking Liaison be an action item for the following meeting. City Clerk, Stacy Saltzburg, asked that there be additional discussion on the subject and instructed the commission there should be a formal appointment and vote. Deputy City Clerk, Stacy Fobar, clarified open meeting requirements and differences in work sessions and working groups.
