Vice Chair Kidd called the meeting to order at 1:41PM.

Mission Statement and Land Acknowledgment
MISSION STATEMENT
A commission to foster support, respect, awareness and appreciation of diversity among all citizens of Flagstaff.
LAND ACKNOWLEDGEMENT
The Commission on Diversity Awareness humbly acknowledges the ancestral homelands of this area’s Indigenous nations and original stewards. These lands, still inhabited by Native descendants, border mountains sacred to Indigenous peoples. We honor them, their legacies, their traditions, and their continued contributions. We celebrate their past, present, and future generations who will forever know this place as home.
Vice Chair Kidd read the mission statement and land acknowledgment.

Upcoming Opportunities and Announcements
Commissioner Toner read a statement to the commission asking that they reach out to Annie Watson at NAU, who has been researching families and children who are or have experienced homelessness.
5.
Public Comment
The Commission cannot act upon items presented during the Public Participation portion of the Agenda. Individual Commission members may ask questions of the public but are prohibited by the Open Meeting Law from discussion or considering the item among themselves until the item is officially placed on the Agenda. Each public comment or presentation will be limited to five (5) minutes.

Dr. Munene informed the commission that author of My Beautiful Black Hair, St. Clair Detrick-Jules, will be on campus at NAU in the spring to give a presentation. He requested that CODA endorse the event.

Commissioner Toner made a motion to approve the minutes, Commissioner Jain seconded, approved unanimously.

Action Items
A.
Presentation by Dr. Yimin Wang Vice Provost for Global Affairs NAU.
Guest Cesar Flores from NAU gave a presentation to the commission on the Center for International Students and the various services it provides to assist and support international students. He then answered commissioner's questions regarding teacher student interactions and training, housing, the grading system at NAU, and how to forge a partnership with the commission going forward.
B.
Climate Vulnerability & Resilience Vista Gracie Rechkemmer.
Gracie Rechkemmer was not present.
C.
Presentation Rainbow Flag by Zane Jacobs/Alicia Henry.
Zane Jacobs and Alicia Henry were not able to present.
D.
Update on Juneteenth.
No updates.
E.
Vote on Chair.
Commissioner Toner advised the commission of protocols put in place in the commission previously which would move the Vice Chair into the Chair position, should it become vacant unexpectedly. She then nominated Vice Chair Kidd for Chair, seconded by Commissioner Sanchez, passed unanimously. Commissioner Jarvis volunteered for the Vice Chair position, seconded by Chair Kidd, passed unanimously.

A.
Proclamations
i.
Proclamations Work Group Update from Vice Chair Kidd and Commissioner Camp.
Chair Kidd advised commission there were not any outstanding proclamations and they would work on a proclamation for Black History Month in February.
B.
Updates from Staff Liaison
Staff Liaison Franklin informed the commission of upcoming Board and Commission training that will be held at City Hall on December 4th at 5:30PM.
C.
Work group list report or update.
No updates.
D.
Collaboration with library.
Commissioner Toner informed the commission of the LGBTQIA+ Oral History Collection Project with the library which would kick off at 4:30PM on Friday November 17th.
E.
Update on the fair item on the equitable restrooms.
Commissioner Toner advised the commission there is not an update or any progress with the the fair item as it is currently with City of Flagstaff Legal division.
F.
Anti-Camp Ordinance review of data for move to another committee.
Commissioner Toner updated the commission on the upcoming presentation from NAU graduate students' research project.
G.
Discussion on Diversity Flag.

Commissioner Toner said she would send information to Liaison Franklin to be distributed to the other commissioners.
