Call to Order
Chair Randall called the meeting to order at 12:02PM.

Recommended Protocol for Members and Other Participants

All commissioners should have their microphones on mute to keep the background noise out of the chat room. The chair of the meeting should ensure everyone has an opportunity to speak if they would like. Commissioners should use the chat function to inform the Chair they would like to make a statement and the Chair will announce the Commissioners to speak in the order they appear in the chat.

A.
Update from Staff Liaisons Lisa Keita/Meriah Franklin, City of Flagstaff
Deputy City Clerk Stacy Fobar advised the commission there will be a training on December 4th, 2023 at 5:30PM for Board and Commission Members.
 
B.
Update from Transportation Liaison Estella Hollander, NAIPTA
Not present.
 
C.
Update from Youth Liaison Joseph Smith, NACoPT
Youth Liaison Joseph Smith updated the commission on the success of the Transition Fair that took place at Coconino Community College.

6.
Public Participation

The Commission cannot act upon items presented during the Public Participation portion of the Agenda. Individual Commission members may ask questions of the public but are prohibited by the Open Meeting Law from discussion or considering the item among themselves until the item is officially placed on the Agenda. Each public comment or presentation will be limited to five (5) minutes.

REPORTS/DISCUSSION ITEMS
 
A.
ADA Sidewalk Compliance
Chair Randall read an email to the commission that was sent to City of Flagstaff Leadership regarding sidewalk compliance on behalf of the commission.
 
1.
Sidewalk/parking liaison discussion with Police Chief Musselman.
Commissioner Becker reviewed handouts and pamphlets he prepared with the commission on parking and sidewalk encroachment violations.

Guest Adam Shimoni advised the commission on conversation he had with ADOT administrator and the changes coming to Flagstaff in the next 5 years in regard to lane counts and sizes and cross walk options.  He recommended that the commission focus their efforts on the sidewalk maintenance of the hierarchy routes within the city, such as Route 66, Milton Rd., Fourth St. etc.  He also suggested developing an outreach plan before, during, and after winter months and working with the City's PIO and other agencies within the community. 

Police Chief Musselman provided feedback on the handouts and said that overall he liked them.  He suggested putting out PSAs ahead of the season and utilizing social media.  He provided information to the commission on work a volunteer that worked with the police department previously did that was similar to the proposed parking liaison position with the commission and request the commission direct the sidewalk compliance aspect to Reggie Eccelston.  Vice Chair Simukonda said the commission already has someone in mind, he asked she send their information to him and his volunteer coordinator will reach out to them. 
 
2.
Prop 419 and walkability.
Vice Chair Simukonda had a video shown to the commission about the impact and concerns the differently-abled community has regarding busy intersections.

Commissioner Becker said he would like to see four compliance positions created for sidewalk and parking and suggested that some funds from Prop 419 should be used to cover the expense because it is related to the walkability of Flagstaff. He also suggested 3 or 4 vehicles from the City's fleet be repurposed for use by people in those positions.  Adam recommended that these requests be brought up in the upcoming budget retreats with City Council.
 
B.
Discussion of potential Civilian Code Compliance Crew
Moved to next agenda.
 
1.
Future plan for commission accessibility audits of public buildings.
 
C.
Fourth St. roundabout discussion/update with guest Adam Shimoni.
Vice Chair Simukonda updated the commission on the latest information from City Council and advised she will provide another update when more is available.
 
D.
Review of letters
Commissioner Purrington shared the draft letters with the commission and requested for feedback. She suggested that having plans ahead of snow days will help with coordination efforts and to get students involved.

Letter to City Council about a call to service.
