Chair Kidd called the meeting to order at 1:36PM.

Mission Statement and Land Acknowledgment
MISSION STATEMENT
A commission to foster support, respect, awareness and appreciation of diversity among all citizens of Flagstaff.
LAND ACKNOWLEDGEMENT
The Commission on Diversity Awareness humbly acknowledges the ancestral homelands of this area’s Indigenous nations and original stewards. These lands, still inhabited by Native descendants, border mountains sacred to Indigenous peoples. We honor them, their legacies, their traditions, and their continued contributions. We celebrate their past, present, and future generations who will forever know this place as home.

Public Comment
The Commission cannot act upon items presented during the Public Participation portion of the Agenda. Individual Commission members may ask questions of the public but are prohibited by the Open Meeting Law from discussion or considering the item among themselves until the item is officially placed on the Agenda. Each public comment or presentation will be limited to five (5) minutes.

Commissioner Sanchez made a motion to approve the minutes, Commissioner Toner seconded. No vote.

Action Items
A.
Presentation Rainbow Crosswalk by Zane Jacobs/Alicia Henry from Northern Arizona Pride Association.
Alicia Henry, Vice President of Flagstaff Pride, gave the commission a presentation on creating a Rainbow Crosswalk in Flagstaff for inclusivity. She provided examples of cities that implemented rainbow crosswalks, the different designs, costs, and material options as well as fundraising and location opportunities. She said her organization intends to give a presentation to the Beautification Commission and possibly City Council and the Historic Preservation Committee.
B.
Update on Juneteenth.
Councilmember House advised the commission that it is still under consideration along with Indigenous People's Day.
C.
Presentation from NAU graduate students on Anti Camping Ordinance
Dr. Meghan McDowell, Assistant Professor at NAU, and her graduate students gave a presentation on Anti-Camping Ordinance and its' efficacy in Flagstaff and other municipalities. They discussed the effects of criminalization, alternative approaches in other municipalities, and identified additional areas of opportunity and research. Councilmember House requested that they present to the Housing Committee as well.
D.
Dr. Munene request CODA co-sponsor event with St. Clair Detrick-Jules, commission vote.
Commissioner Toner read Dr. Munene's request to the commission for support of upcoming event with St. Clair Detrick-Jules. Dr. Munene requested assistance with the event by helping publicize it. Chair Kidd made a motion, Commissioner Toner seconded, no vote.

Reports/Discussion Items
A.
Updates from Staff Liaison
Liaison Keita asked the commission to send her a list of information they would like from her to better support the commission and its goals.
B.
Work group list report/update and confirmation on persons in each work group.
Commissioner Toner will send the list to Liaison Keita.
C.
Library collaboration with Felicia Fiedler.
Felicia Fiedler was unable to attend. Commissioner Toner shared with the commission how the LGBTQIA+ Oral History Project is going and updates made to require consent forms. Their next meeting will be January 18th.
D.
Update on the fair item on the equitable restrooms.
Chair Kidd suggested the commission update the previous presentation on equitable restrooms. Commissioner Toner agreed and made a motion to present the new presentation to City Council, Chair Kidd seconded, passed unanimously.
E.
Anti-Camp Ordinance review of data for move to another committee.
Will remain on agenda until a committee is identified to send the information to.
F.
Discussion on Diversity Flag.
Councilmember House requested clarification on the diversity flag and the Black History Month flag. Commissioner Toner advised that materials were created, but a fair item was not. Councilmember House asked the commission to begin deciding what specific recommendation to make and historically switching out flags frequently had become complicated. Chair Kidd asked to move the discussion to a work group and then bring back to the commission.
