Mission Statement and Land Acknowledgment
MISSION STATEMENT
A commission to foster support, respect, awareness and appreciation of diversity among all citizens of Flagstaff.
LAND ACKNOWLEDGEMENT
The Commission on Diversity Awareness humbly acknowledges the ancestral homelands of this area’s Indigenous nations and original stewards. These lands, still inhabited by Native descendants, border mountains sacred to Indigenous peoples. We honor them, their legacies, their traditions, and their continued contributions. We celebrate their past, present, and future generations who will forever know this place as home.
Chair Kidd read the Mission Statement. Vice Chair Jarvis read the Land Acknowledgement.

Public Comment
The Commission cannot act upon items presented during the Public Participation portion of the Agenda. Individual Commission members may ask questions of the public but are prohibited by the Open Meeting Law from discussion or considering the item among themselves until the item is officially placed on the Agenda. Each public comment or presentation will be limited to five (5) minutes.

Approval of Minutes: November 15th, 2023 & December 6th, 2023
November 15th, 2023 - Commissioner Sanchez made motion to approve minutes, Commissioner Toner seconded, approved unanimously.
December 6th, 2023 - Commissioner Jain and Vice Chair Jarvis abstained from vote, they were not present at the meeting. Chair Kidd made motion to approve minutes, seconded by Commissioner Toner, approved unanimously.

Action Items
A.
Vote on Dr. Munene's request of support for event with St. Clair Detrick-Jules at NAU.
Dr. Mallett from NAU provided another overview of the event with St. Clair Detrick-Jules and requested non-financial support from the commission. Chair Kidd made motion to support the event, seconded by Commissioner Toner, the commission did not vote.
B.
Update on presentation for fair item on equitable restrooms.
Commissioner Toner updated the commission that City Council has approved the item to move forward with the City. Councilmember House will follow up to find out how equitable restrooms are being implemented.

Reports/Discussion Items
A.
Updates from Staff Liaison
i.
Report on denial for colored crosswalks.
Liaison Keita read the Department of Transportation's Memorandum regarding using different colors in crosswalks. Chair Kidd and Commissioner Toner asked Liaison Keita to reach out to Flagstaff Pride to join the next meeting for discussion and follow-up.
Councilmember House informed the commission on points that were lost in the municipal index due to not having an openly LGBTQ member in council, leadership, or staff. She is following up on the definition and the expectation.

ii.
Participation in NAU event and black history month.
Dr. Mallett advised the commission departments within NAU are putting a list of events together for Black History Month and will share it when it is available.
B.
Discussion with Superintendent Penca from FUSD regarding bus routes.
FUSD Superintendent Penca provided an overview to the commission about the obstacles this school district and others are facing in regards to staffing and budgeting shortages for bus drivers. He also informed the commission that in response to a complaint filed against the school district, the Department of Public Transportation has restricted the number of students allowed in each seat, which puts the buses at a lower capacity allowance. The decisions made on which routes to maintain and discontinue were based on a variety of factors, but alternative modes of transportation were offered/provided for impacted students.
C.
Ideas from commissioners on area of interest to work on in 2024.
Chair Kidd asked that the commissioners begin thinking of areas of interest to share with the commission.
D.
Collaboration with the library.
Commissioner Toner advised the commission that assignment tasks were given before the holidays and they will meet 1/18/24 to review and then she will update the commission further in the next meeting.

Update on the fair items on the equitable restrooms.

Anti -Camp ordinance review of data for move to another committee.

B.
Discussion on Commemorative Flag update from Rose Toehe.
Rose Tohe asked the commission for clarification on what the Commemorative Flag project is. Commissioner Toner said this has been an ongoing project for about 3 years that began with the Native American Heritage Month flag and moved to suggesting an all diversity flag to use during other months. At this time there is not a design to move forward with.
C.
Discussion of formal efforts for the women’s right commission.
Liaison Keita updated the commission on the work group assigned for a Women's Rights Commission.

Chair Kidd adjourned the meeting at 3:12PM.
