PUBLIC HEARING
A.
PZ-23-00136: City’s request for a Zoning Code Text Amendment to add single-family dwellings, duplex dwellings, and multiple-family dwellings as permitted uses in the Public Facility (PF) zone.
Vice Chair Mandino opened the public hearing.

Moved by Commissioner Mary Norton to recommend denial of Zoning Code Text Amendment PZ-23-00136 according to finding number two - loss of oversight, recommended denial for City Council. There was no second to the motion. The motion failed.
Moved by Ian Sharp, seconded by Bob Harris III to recommend to City Council for approval of Zoning Code Text Amendment related to PZ-23-00136 in accordance with the findings.

GENERAL BUSINESS
A.
Discussion: Update on the Land Availability and Suitability Study and Code Analysis Project
Michelle McNulty, Planning Director, presented the Land Availability and Suitability Study and Code Analysis Project (LASS-CAP) update. The Commission asked questions and provided feedback. Michelle McNulty, Planning Director, responded to the Commission and advised there will be more updates to come at future meetings.
Michelle McNulty’s presentation included two parts. Part one, an overview of the LASS, and part two, CAP.
The LASS portion of the presentation contained a map of the study area for the buildable lands inventory, the process with how the inventory was identified, a table displaying inventory of acreage within each zone. Michelle noted these numbers were from November 2023, prior to the consultant team’s arrival. Furthermore, the table was broken down by parcel size as well.
Other slides included, a bar graph showing unbuildable areas within the study area, a map of vacant and underutilized parcels, residential or commercial, a map/list of preliminary opportunity site list, and what the LASS next steps are to come.
The CAP portion of the presentation contained, the purpose and goals, approach and methodology including, distilling plans into clear policy framework, scope, three phases (timeline), approach to the code diagnostic, Prototype models, case studies, and developer focus groups and their key takeaways.
