Individual Commission members may ask questions of the public but are prohibited by the Open Meeting Law from discussion or considering the item among themselves until the item is officially placed on the Agenda. Each public comment or presentation will be limited to five (5) minutes.

REPORTS/DISCUSSION ITEMS
A.
Presentation and discussion related to the reconstruction of Grandview Drive as part of the Spruce Wash Flood Mitigation project
Public Works Director Scott Overton spoke to the Commission about the reconstruction of Grandview Drive and the flow channels to mitigate flooding. Julie Leid from Peak Engineering shared images of the current conditions of Grandview Drive. Mr. Overton addressed how the street does not have sidewalks and currently has rolled curbs. He spoke about the plans for the new curbs with adjustments to help with water drainage.

ACTION ITEMS
A.
Letter to Council asking for support of the WAV (wheelchair-accessible vehicle) program in conjunction with the Mobility Planning Council.
LaReina Reyes shared that the WAV committee met on April 12, 2024. They were now looking for donation opportunities. The committee sent two letters to the commission to review.
Chair Randall stated that the first letter was for general supporters and the second letter was a letter to Council.
Moved by Russell Randall, seconded by Keith Becker to approve the support of both letters.

B.
Recommendation for Proclamation on Global Accessibility Awareness Month to Mayor Daggett’s office
Chair Randall shared that May is Global Accessibility Awareness Month and asked the Commission to send a letter to the Mayor's office requesting a proclamation for the month.
Moved by Rachael Simukonda, seconded by Susan Purrington to send the letter to the Mayor’s office requesting a proclamation for Global Accessibility Awareness Month.

C.
Discussion and recommendations on increasing enforcement of sidewalk ordinances and potential letter to Council
Chair Randall read a letter from the Northern Arizona Community of Practice Transition Team to the Commission regarding sidewalk obstructions and calling for increased enforcement. He requested that the commission send a letter to Mayor and Council regarding the matter.
Vice Chair Simukonda shared that she and Mr. Martinez spoke about the letter and stated that they did not support sending the letter. She stated that Councilmember McCarthy felt that there should be education first, education second, and then fines. She added that she and Mr. Martinez have been in the liaison role for only four months and they have not had a lot of engagement yet. She believed that the program needs more time before they ask City Council to be punitive.
Moved by Russell Randall, seconded by Keith Becker Chair Randall stated that he has seen no improvement at all since the establishment of a working group and that the offenders are repeat offenders. He questioned if Code Compliance is addressing the reports. Co-Chair Simukonda stated that Code Compliance has been sending staff out with educational materials. Staff Liaison Stacy Fobar stated that Code Compliance has been invited to the next commission meeting.
