Call to Order
Commissioner Gebler called the meeting to order at 13:34.

Mission Statement and Land Acknowledgment

MISSION STATEMENT

A commission to foster support, respect, awareness and appreciation of diversity among all citizens of Flagstaff.
LAND ACKNOWLEDGEMENT

The Commission on Diversity Awareness humbly acknowledges the ancestral homelands of this area’s Indigenous nations and original stewards. These lands, still inhabited by Native descendants, border mountains sacred to Indigenous peoples. We honor them, their legacies, their traditions, and their continued contributions. We celebrate their past, present, and future generations who will forever know this place as home.
Commissioner Jain read the mission statement and land acknowledgment.

Public Comment

The Commission cannot act upon items presented during the Public Participation portion of the Agenda. Individual Commission members may ask questions of the public but are prohibited by the Open Meeting Law from discussion or considering the item among themselves until the item is officially placed on the Agenda. Each public comment or presentation will be limited to five (5) minutes.

Rainbow Crosswalk Exhibit
Staff liaison Rhode reported that he had a discussion with the City's Traffic Engineer where he learned that the city has previously considered proposals for a multi-colored sidewalk and determined that it would not be compliant with the Uniform Manual on Traffic Control Devices and that the city does not want to take on the liability of having a nonstandard crosswalk, but such a display would not be problematic in a location off of a street. 

Commissioner Toner wished to enter into the record that the City of Flagstaff has previously approved other multi-colored installations in the street, including in front of the Flagstaff Arts and Leadership Academy and with Aspen Ave and Leroux. 

Councilmember House recommended that this agenda item be tabled and discussed at the next meeting. 

Commissioner Gebler agreed that this should be postponed to next month. Commissioner Gebler also agreed. She clarified that the commission would like to see if the City council has the ability to approve crosswalks that are non-compliant with the MUTCD and whether it is possible to partner with a private organization for a project. 

Commissioner Toner requested that Flagstaff Pride be invited to the next meeting for this discussion.

Anti-Camping Ordinance Discussion
Staff liaison Rhode gave an overview of the legal history of this topic and of the recent ruling in Johnson v. Grant's Pass, which allows cities in the western United States to criminalize camping on public property. 

Commissioner Pino asked what the future of this working group would be since the current working group may not have any members after this week. Commissioner Gebler expressed her support for continued work on this topic. Commissioner Toner suggested that this topic be tabled until next month, when CODA will have three new commissioners. Commissioner Gebler and Pino agreed.
 
C.
Citywide Anti-Bullying Policy
Staff liaison Rhode explained that he has been working on this project for several months. After conversations with the City's Parks department, Library, Human Resources and Sustainability, there is broad consensus on moving forward with such a policy, but few specifics on how it could be implemented city-wide and enforced. 

Commissioner Toner suggested looking at NAH's anti-bullying policy. 

Commissioner Gebler expressed support for the initiative but did not have any further suggestions.

Updates from Working Groups
Commissioner Sanchez stated that there is no update for the Library Oral History Project.

Updates from Council Liaison
There was no update from the Council Liaison.

Updates from Staff Liaison
Staff Liaison Rhode reposted that the City Council will appoint three new members of CODA at its meeting next Tuesday. He instructed any of the commissioners who have comments on the applicants to send their thoughts to Councilwoman House so they can be disseminated to the rest of council. 

Vice Chair Gebler thanked commissioners Toner and Pino for their service on CODA.
