Land Acknowledgment
The Flagstaff City Council humbly acknowledges the ancestral homelands of this area’s Indigenous nations and original stewards. These lands, still inhabited by Native descendants, border mountains sacred to Indigenous peoples. We honor them, their legacies, their traditions, and their continued contributions. We celebrate their past, present, and future generations who will forever know this place as home.

Due to Open Meeting Laws, the Commission cannot discuss or act on items presented during this portion of the agenda. Motion to approve Minutes as is or approve with amendments.
Commissioner Mariah Zavala made a motion to approve the Minutes as is. Commissioner Kimberly Hoskie seconded the motion and it was passed unanimously.

GENERAL BUSINESS
A.
North Country Healthcare Presentation by Elyse Overman, Health Benefits Advocate
Ms. Elyse Overman is a member of the Outreach & Enrollment Team at North Country Healthcare. She will offer a presentation on personalized assistance to individuals applying for affordable health insurance and/or SNAP benefits (food stamps). She would like the Commission to be informed about the services and is happy to take referrals.
Ms. Overman, Health Benefits Advocate, provided a PPT presentation on the work at North Country Healthcare (NCHC), a state and federally funded health center, with 14 clinics across Northern Arizona. Through Outreach and Enrollment, these include health insurance, AHCCCS, CHIP, SNAP, TANF, and Marketplace enrollment. Focus on relationship building with communities is important so they are knowledgeable and can provide referrals to NCHC. Programs not covered by NCHC were also clarified. Ms. Overman and team will be providing the annual Indigenous Community Health & Resource Fair on September 28th. More information can be obtained at her contact information.

DISCUSSION ITEMS
A.
Indigenous Peoples Day (IPD) Planning
Update and input discussion. IPD is on October 14, 2024.
Staff liaison Rose Toehe provided a brief update on the plans for IPD. The Indigenous Commission work group has been identified which include several members of the IC (non-quorum), county employees, and community members. The work group has been/will be meeting every week. Currently, they are in the middle of solidifying speakers and identifying a venue. Currently, the Elks Lodge looks promising with enough room for tabling as last year. The event is open to the public. The celebration will be on the day of Indigenous Peoples Day, an official city holiday, October 14th, 9:00am - 2:00pm with a traditional light lunch. During the discussion, several recommendations were made and will be followed up.

Staff liaison Rose Toehe will be out of town and would the IC consider a reschedule of the meeting.
Staff liaison Toehe reported that she will be at a conference in San Antonio during the week of the next IC meeting. The request, would the IC consider rescheduling the meeting to 10/9/24, 12:00 PM. Otherwise, the meeting can go on as planned with another city employee to oversee. Co-chair asked if everyone was fine with rescheduling, he made the offer and asked for a vote. Everyone voted in favor and there was no opposition. The next IC meeting is rescheduled.

Commissioner Marian Marshall asked where to obtain sandbags. This due to a recent flooding in the Havasupai village. She was pointed to the County as they normally provide sandbags for the county area.
