This Heritage Preservation Commission Meeting failed to record. As a result, the meeting minutes only contain call to order/adjournment times, attendance, and votes.

Call to Order

NOTICE OF OPTION TO RECESS INTO EXECUTIVE SESSION
Pursuant to A.R.S. §38-431.02, notice is hereby given to the members of the Heritage Preservation Commission and to the general public that, at this regular meeting, the Heritage Preservation Commission may vote to go into executive session, which will not be open to the public, for legal advice and discussion with the City’s attorneys for legal advice on any item listed on the following agenda, pursuant to A.R.S. §38-431.03(A)(3).

LAND ACKNOWLEDGEMENT

The Heritage Preservation Commission humbly acknowledges the ancestral homelands of this area’s Indigenous nations and original stewards. These lands, still inhabited by Native descendants, border mountains sacred to Indigenous peoples. We honor them, their legacies, their traditions, and their continued contributions. We celebrate their past, present, and future generations who will forever know this place as home.

Due to Open Meeting Laws, the Commission cannot discuss or act on items presented during this portion of the agenda. To address the Commission on an item that is on the agenda, please wait for the Chair to call for Public Comment at the time the item is heard.

Approval of the September 18, 2024 Heritage Preservation Commission meeting minutes.

Certificate of Appropriateness for 104 E Route 66
Address:  104 E Route 66
Assessor's Parcel Number:  101-21-011
Property Owner:  Jonathan Warshaw
Applicant:  Bob Harris III

Approve a Certificate of Appropriateness for stone repair, new canopy posts, and repair of the existing canopy at 104 E Route 66 Lumberjack Pizza (APN 101-21-011). The property is in the Downtown Historic Overlay District and the Central Business zoning district. The building was constructed in 1881 and the façade modified in 1916.  The date of the installation of the canopy is unknown but is likely more than 50 years old.
Staff recommends that the Heritage Preservation Commission approve a Certificate of Appropriateness for 104 E Route 66 with the conditions that:
  1. Stone masonry work conform with the US Secretary of the Interior’s Standards and Guidelines
  2. Canopy work be approved by the Arizona Department of Transportation and meet the Building Code requirements.


There are no relevant past decisions for this property. 
 
 

The Commission unanimously voted to approve a Certificate of Appropriateness subject to the following conditions:
1. Stone masonry work conform with the US Secretary of the Interior’s Standards and Guidelines
2. Canopy work be approved by the Arizona Department of Transportation and meet the Building Code requirements.
3. The property owner ensure that the steel components are treated to prevent corrosion.

Vote: 7 - 0 - Unanimously

Certificate of Appropriateness for 100 N San Francisco

This is a request for a modification of the Certificate of Appropriateness to modify the marquee due to the cost and weight of installing the ones proposed in 2021 and to allow signage to be added to the marquee.

Approve the modification to the Certificate of Appropriateness with the conditions that marquee/sign meet all the conditions of its sign permit and acquires any necessary right-of-way permits.
1)      The Commission could approve the modification to the Certificate of Appropriateness with conditions as recommended.
2)      The Commission could request modifications to the proposal and include them as conditions of approval – or –
3)      Continue the HPC review to a date certain and ask the applicant to come back with a modified proposal that meets requested conditions.

 
A Certificate of Appropriateness was approved by the Historic Preservation Commission for a 3-phase renovation of the existing façade and two phases of additions.  The Master Plan, Phase 1 and Phase 2 were reviewed by the HPC on April 17, 2019 (PZ-19-0039). Phase 3 was approved in September 2021 (PZ-19-0056). Part of this approval was seismic reinforcement and new marquees over entrances.
 

The Commission unanimously voted to approve a modification to the Certificate of Appropriateness issued on April 17, 2019, subject to the following conditions:
1. The marquee/sign meet all the conditions of its sign permit.
2. The property owner shall acquire any necessary right-of-way permits.

Vote: 7 - 0 - Unanimously
