Call to Order

Commissioner Mariah Zavala accepted to run the meeting. The meeting was called to order at 12:10 PM.

Land Acknowledgment

The Flagstaff City Council humbly acknowledges the ancestral homelands of this area’s Indigenous nations and original stewards. These lands, still inhabited by Native descendants, border mountains sacred to Indigenous peoples. We honor them, their legacies, their traditions, and their continued contributions. We celebrate their past, present, and future generations who will forever know this place as home.

Public Comment

At this time, any member of the public may address the Commission on any subject within their jurisdiction that is not scheduled before the Commission on that day. Due to Open Meeting Laws, the Commission cannot discuss or act on items presented during this portion of the agenda. To address the Commission on an item that is on the agenda, please wait for the Chair to call for Public Comment at the time the item is heard. (Three minutes maximum per individual)

APPROVAL OF MINUTES
September and October Minutes will be on the November 06, 2024 agenda.

GENERAL BUSINESS
 
A.
Commissioners Ending Terms
Two commissioners' terms will be ending on December 01, 2024. Discussion on reapplying, associated timeline, and release of recruitment information.

Information was shared by staff liaison Toehe that Commissioners Fawn Toya and Darrell Marks' terms will be up on December 01, 2024. Commissioner Marks is eligible to reapply. The applications for consideration will be due on November 06, 2024 at 5:00 PM. This will give time for the City Clerk to review and pass on eligible applicants to City Council for appointments on December 03, 2024. If there are not enough eligible applicants, the application deadline will be extended. This also means, the two commissioners can serve until appointments are made. The two commissioners requested offline discussion.

DISCUSSION ITEMS
 
A.
Indigenous Peoples Day (IPD) Celebration
The event agenda will be presented to inform the Commissioners on the activities of the day. There will also be discussion on volunteering for the event and food preparation.

Staff liaison Toehe presented the IPD agenda to the Commission. Speakers have been selected and confirmed. The presentations will be: The Journey of Prayer to the Supreme Court to Save Oak Flat; A Panel of Local Indigenous Business Owners; Working Toward Healing from the Trauma of Uranium Mining, and a Cultural Share from the Hualapai - People of the Tall Pines Bird Dancers. A light traditional lunch will be served at 12:00pm. The workgroup members will provide the cooking of various stews/beans, any other commissioners are welcomed to assist with stews. All other food preparations are covered. Several city staff members are volunteering and there will be tabling organizations.
 
B.
Native American Heritage Month (NAHM) Proclamation
Review and provide recommendations/edits to the NAHM proclamation. The proclamation will be read at the City Council meeting on October 22, 2024. If time becomes limited, there will be a need for two volunteers to complete this review. It would be a privilege for members of the Commission to attend the Council meeting during the reading and accept the proclamation. Also ideas on what we can plan for NAHM.

The NAHM proclamation was shared and commissioners commented. There was discussion around making the proclamation more uniformed/streamlined around "Indigenous" versus other wording, i.e., American Indian, Native American, etc. There was also comments on NAHM being a national theme among many Indigenous nations and the need to respect that. Due to today's meeting time constraints, Commissioners Marks and Zavala offered to assist with working on the proclamation. As for activities, there could be an event but not a big one like IPD or Code Talkers celebrations. Any plans will be in timing coordination with the County and other organizations, also on staff availability to plan. More information to come.

Presiding Commissioner Zavala left the meeting and Co-chair Fawn Toya adjourned the meeting at 1:08 PM.
