Call to Order

Chair Devonna McLaughlin called the meeting to order at 1:02 pm

NOTICE OF OPTION TO RECESS INTO EXECUTIVE SESSION

Pursuant to A.R.S. §38-431.02, notice is hereby given to the members of the Commission and to the general public that, at this regular meeting, the Commission may vote to go into executive session, which will not be open to the public, for legal advice and discussion with the City’s attorneys for legal advice on any item listed on the following agenda, pursuant to
A.R.S. §38-431.03(A)(3).

LAND ACKNOWLEDGMENT

The Housing Commission humbly acknowledges the ancestral homelands of this area’s Indigenous nations and original stewards. These lands, still inhabited by Native descendants, border mountains sacred to Indigenous peoples. We honor them, their legacies, their traditions, and their continued contributions. We celebrate their past, present, and future generations who will forever know this place as home.

APPROVAL OF MINUTES

Consideration and Approval of Minutes: Housing Commission Meeting - September 26, 2024
Approve the minutes from the September 26, 2024 Housing Commission meeting.
 

Moved by Cory Runge, seconded by Kevin Dobbe to approve the minutes from the September 26, 2024 regular Housing Commission meeting.

Vote: 11 - 0 - Unanimously

GENERAL BUSINESS
 
A.
Flagstaff Regional Plan Update for 2045
Informational item with time for questions and comments. 
Sara Dechter, Comprehensive and Neighborhood Planning Manager, gave an update on the Flagstaff Regional Plan for 2045.   
 
Commissioners asked questions about high-priority action items and policies and their timelines for implementation, Staff feedback preferences, and the definition of workforce housing. Ms. Dechter answered. Ms. Dechter also requested feedback on the Regional Plan for 2045 as it relates to the 10-Year Housing Plan.


Chair Devonna McLaughlin asked Commissioners to let Housing Staff know if they are planning on attending the Regional Plan Housing Review Day so Staff can post a notice of possible quorum.

INFORMATIONAL ITEMS TO/FROM COMMISSION MEMBERS, STAFF, AND FUTURE AGENDA ITEM REQUESTS

Update from Housing Authority Liaison
Commissioner Moses Milazzo gave an update on the latest Housing Authority Board meeting. Commissioners asked questions about upcoming updates to vouchers. Commissioner Milazzo and Ms. Sarah Darr, Housing Director, answered.

Update from Housing Commissioners and Other Informational Items
None
 
C.
Update from Housing Staff
Ms. Adriana Fisher, Housing Program Manager, gave an update on the Housing Section’s Housing America Month activities, the Housing Year in Review report, and a survey to reschedule the November and December Housing Commission meetings.

Jennifer Mikelson, Housing Planning Manager gave an update on the Rental Incentive Bond Program’s Notice of Funding Availability.

Chair McLaughlin adjourned the meeting at 2:05 pm.
