Call to Order

Chair Dale Called the meeting to order at 4:02 p.m.
NOTICE OF OPTION TO RECESS INTO EXECUTIVE SESSION
Pursuant to A.R.S. §38-431.02, notice is hereby given to the members of the Heritage Preservation Commission and to the general public that, at this regular meeting, the Heritage Preservation Commission may vote to go into executive session, which will not be open to the public, for legal advice and discussion with the City’s attorneys for legal advice on any item listed on the following agenda, pursuant to A.R.S. §38-431.03(A)(3).

LAND ACKNOWLEDGEMENT

Commissioner Westheimer read the land acknowledgment.

The Heritage Preservation Commission humbly acknowledges the ancestral homelands of this area’s Indigenous nations and original stewards. These lands, still inhabited by Native descendants, border mountains sacred to Indigenous peoples. We honor them, their legacies, their traditions, and their continued contributions. We celebrate their past, present, and future generations who will forever know this place as home.

Public Comment

None

At this time, any member of the public may address the Commission on any subject within their jurisdiction that is not scheduled before the Commission on that day. Due to Open Meeting Laws, the Commission cannot discuss or act on items presented during this portion of the agenda. To address the Commission on an item that is on the agenda, please wait for the Chair to call for Public Comment at the time the item is heard.

APPROVAL OF MINUTES
The meeting on October 20, 2024 failed to record. Meeting minutes for October 20, 2024 Heritage Preservation Commission only include decisions and conditions of approval as a result.
 

Moved by Abbey Buckham, seconded by Alycia Hayes to approve the minutes of October 16,2024 Heritage Preservation Commission meeting.

Vote: 5 - 0 - Unanimously

Historic Signs and Facades Grant for 104 E Route 66

Approve a Level 1 Historic Sign and Facade Grant for up to $10,000 covering stone repair, new canopy posts, and repair of the existing canopy at 104 E Route 66 Lumberjack Pizza (APN 101-21-011).
Staff recommends that the Heritage Preservation Commission approve a Level 1 Historic Sign and Facade Grant for up to $10,000 with the condition that the work conforms to the approved Certificate of Appropriateness.
The Commission may:
- Modify the proposed conditions,
- Deny the application, or
- Continue the discussion to a date certain with a request for additional information.

Moved by Amy Horn, seconded by Alycia Hayes to approve Level 1 Historic Sign and Facade Grant for up to $10,000 covering stone repair, new canopy posts, and repair of the existing canopy at 104 E Route 66 Lumberjack and the work conforms to the certificate of appropriatness.

Vote: 5 - 0 - Unanimously

Listing of 101 N Leroux and 103 N Leroux to the Flagstaff Register of Historic Places
Form a 3 person subcommittee to review listing 101 N Leroux and 103 N Leroux to the Flagstaff Register of Historic Places and make a recommendation on the nomination  at the December 18th Heritage Preservation Commission Meeting.

Discussion only. Sara Dechter presented a PowerPoint presentation and answered commissioners questions.
 

Moved by Abbey Buckham, seconded by Duffie Westheimer to approve the subcommittee comprising of Emily Dale, Amy Horn and Alycia Hayes.

Vote: 5 - 0 - Unanimously

Letter of Support for adding May Hicks Curtis House to America's 11 Most Endangered Historic Places for 2025
Endorse a Letter of Support addressed to the National Trust for Historic Preservation

Sara Dechter presented a PowerPoint presentation and answered commissioners questions.
 

Moved by Duffie Westheimer, seconded by Abbey Buckham for the Chair of Heritage Preservation Commission to sign the letter to the Senior Director of preservation programs at the National Trust for Historic Preservation in support of listing the May Hicks Curtis house on the eleven most endangered properties.

Vote: 5 - 0 - Unanimously

9.
MISCELLANEOUS ITEMS TO/FROM COMMISSION MEMBERS
  • Update on recruiting the new Senior Planner; Sara Dechter announced that we have filled this position and introduced Lauren Clementino as the the new Senior Planer-Comprehensive Planning Heritage Preservaton Officer for Planning and Development Services. Michelle McNulty and Sara Dechter answered the Commissioners questions regarding title change.
  • Holiday Party in December; A discussion was held on the dates for the holiday party. This will be held on December 16th. We will meet at the Sego Lily House, 615 W. Birch Ave, at 5:30pm after the field trip and decide where to go.
  • Subcommittee picked the date of Monday January 2, 2024 to meet regarding 103 N Leroux.
  • Alycia Hayes discussed her that her term is up December 1, 2024 and she reapplied on November 19, 2024. Discussion held regarding open and filled positions.
  • Commissioner Duffie Westheimer asked for an update on El Pueblo. Both Sara Dechter and Michelle McNulty answered and there are no updates at this time.
  • Commissioner Duffie Westheimer asked for an update on the Old Municipal Works Stone Building as did Commissioner Alycia Hayes. Sara Dechter gave a detailed updated and answered Commissioners questions.
