Call to Order
Chair Devonna McLaughlin called the meeting to order at 1:01 pm
NOTICE OF OPTION TO RECESS INTO EXECUTIVE SESSION

Pursuant to A.R.S. §38-431.02, notice is hereby given to the members of the Commission and to the general public that, at this regular meeting, the Commission may vote to go into executive session, which will not be open to the public, for legal advice and discussion with the City’s attorneys for legal advice on any item listed on the following agenda, pursuant to
A.R.S. §38-431.03(A)(3).

LAND ACKNOWLEDGMENT

The Housing Commission humbly acknowledges the ancestral homelands of this area’s Indigenous nations and original stewards. These lands, still inhabited by Native descendants, border mountains sacred to Indigenous peoples. We honor them, their legacies, their traditions, and their continued contributions. We celebrate their past, present, and future generations who will forever know this place as home.

Due to Open Meeting Laws, the Commission cannot discuss or act on items presented during this portion of the agenda. To address the Commission on an item that is on the agenda, please wait for the Chair to call for Public Comment at the time the item is heard.

APPROVAL OF MINUTES
 
A.
Consideration and Approval of Minutes: Housing Commission Meeting - October 24, 2024
Approve the minutes from the October 24, 2024 Housing Commission meeting.
 

Moved by Moses Milazzo, seconded by Tyler Denham to approve the minutes from the October 24, 2024 regular Housing Commission meeting.

Vote: 10 - 0 - Unanimously

 
6.
ACTION AND DISCUSSION ITEMS
 
A.
Presentation and Discussion: Potential Agenda Items and Topics for 2025
Review and discuss potential agenda items and topics suggested by Housing Commissioners for the Commission to address in 2025, in accordance with the Housing Commission Purpose and Duties in City Code Chapter 2-25.
Ms. Sarah Darr, Housing Director, gave a presentation on the history and purpose of the Flagstaff Housing Commission and on the currently scheduled agenda items for 2025. Ms. Justyna Costa, Assistant Housing Director, facilitated a dot voting activity where Commissioners suggested agenda items and then selected their top three suggestions by fellow Commissioners. Staff will email instructions to online and absent Commissioners on how to submit their suggestions and top three selections. Results will be shared with the Housing Commission in January.
 
Council Liaison Khara House encouraged Housing Commissioners to voice questions and concerns from themselves and constituents and to invite the public to Housing Commission meetings. Council Liaison House and Ms. Darr noted that Housing Commissioners can continue to request agenda items during the Future Agenda Item Requests section of their regular meetings.

INFORMATIONAL ITEMS TO/FROM COMMISSION MEMBERS, STAFF, AND FUTURE AGENDA ITEM REQUESTS
 
A.
Update from Housing Authority Liaison
Commissioner Moses Milazzo and Ms. Darr gave an update on the latest Housing Authority Board meeting. Commissioners asked clarifying questions, which Ms. Darr answered, and provided comments.
 
Deputy City Manager Joanne Keene thanked the Commission for all their work and the expertise they bring.
 
B.
Update from Housing Commissioners and Other Informational Items
Commissioner Tyler Denham informed the Commission about an event he is hosting as an individual on the Code Analysis Project on January 9th at Mother Road. He requested that Commissioners communicate if they are planning to attend so that information about a possible quorum may be posted.
 
Chair Devonna McLaughlin noted that Housing Solutions of Northern Arizona completed their Rental Attainability Study for 2024, where it can be found, and provided a brief summary of the findings. Commissioners asked about the data regarding affordable units. Staff will email the document to the Commission.
 
C.
Update from Housing Staff
Ms. Jennifer Mikelson, Housing Planning Manager, Chair McLaughlin, and Ms. Darr, gave an update on the Lake Mary Housing rezoning.
 
Ms. Kristine Pavlik, Housing and Grants Administrator, and Ms. Darr gave an update on the Community Development Block Grants and let them know she will be asking for volunteers to rank applications. Commissioners asked clarifying questions, which Ms. Pavlik and Ms. Darr answered.  
 
Ms. Adriana Fisher, Housing Program Manager, reminded Commissioners about the due date for comments on the Flagstaff Regional Plan and about the Accessory Dwelling Unit design contest.
 
Ms. Darr and Chair McLaughlin informed the Commission about a meeting with the Arizona Department of Housing.
 
Council Liaison House thanked the Commission and staff for their time and work.

Chair McLaughlin adjourned the meeting at 2:30 pm.
