NOTICE OF OPTION TO RECESS INTO EXECUTIVE SESSION
Pursuant to A.R.S. §38-431.02, notice is hereby given to the members of the Heritage Preservation Commission and to the general public that, at this regular meeting, the Heritage Preservation Commission may vote to go into executive session, which will not be open to the public, for legal advice and discussion with the City’s attorneys for legal advice on any item listed on the following agenda, pursuant to A.R.S. §38-431.03(A)(3).

LAND ACKNOWLEDGEMENT
Commissioner Buckham read the land acknowledgmentd.
The Heritage Preservation Commission humbly acknowledges the ancestral homelands of this area’s Indigenous nations and original stewards. These lands, still inhabited by Native descendants, border mountains sacred to Indigenous peoples. We honor them, their legacies, their traditions, and their continued contributions. We celebrate their past, present, and future generations who will forever know this place as home.

APPROVAL OF MINUTES
Approval of minutes from the regular meeting on Wednesday December 18, 2024. Commissioners Duffie Westheimer and Amy Horn had questions and comments regarding the format for meeting minutes. Sara Dechter and Lauren Clementino answered Commissioners questions and will follow up with the Clerk.

Moved by Abbey Buckham, seconded by Bernadette Burcham to approve the minutes of Wednesday January 15, 2025 Heritage Preservation Commission meeting.

Historic Signs and Facades Grant Tracking - January 2025 Update

- Lauren Clementino presented on the agenda attachments and a discussion was held. Lauren and Sara answered Commissioners' questions.

CONSULTATIONS
1.
Potential Mitigation for The Crown/Los Tapatios Facade Changes
Address: 3300 E. Route 66
- Lauren presented on the agenda attachments and a discussion was held. Sara and Lauren answered commissioners' questions.
- Tenant, Henry Cisneros, did not have any comments at this time.
- The sign as mitigation is acceptable and the Commission would prefer the words “El Tapatio” be placed in a separate location on the building.

MISCELLANEOUS ITEMS TO/FROM COMMISSION MEMBERS
Urban. Available dates discussed were; 2/20/25, 2/26/25 and 4/2/25. Most
Commissioners' are available on 2/26/25 and once the date is finalized
Commissioners' will be notified.
- Lauren gave an update regarding the new Commission Appointments.
- Adoption of Resolution No. 2025-01: A resolution of the Flagstaff City Council, listing 101 North Leroux Street, 103 North Leroux Street, 8 West Aspen Avenue, and 12 West Aspen Avenue on the Flagstaff Register of Historic Places.
- Historic design review SHPO Training with Ariana Urban to be scheduled after new Commission appointments.

- Lauren gave an update regarding the new Commission Appointments.
- Board and Commission training to be scheduled with the City Clerk's office after new Commission appointments.
- Commission Westheimer asked for changes to be made to the Historic Signs and Façades Grants Guidelines to clarify the funding levels. Lauren stated that she would make the changes.
- Commissioner Westheimer asked why the Heritage Preservation Commission has not been included in the discussion on land availability and code evaluation studies. Question answered by Sara.
