Mission Statement and Land Acknowledgment
MISSION STATEMENT
A commission to foster support, respect, awareness and appreciation of diversity among all citizens of Flagstaff.
LAND ACKNOWLEDGEMENT
The Commission on Diversity Awareness humbly acknowledges the ancestral homelands of this area’s Indigenous nations and original stewards. These lands, still inhabited by Native descendants, border mountains sacred to Indigenous peoples. We honor them, their legacies, their traditions, and their continued contributions. We celebrate their past, present, and future generations who will forever know this place as home.
Commissioner Hernandez read the Mission Statement and Land Acknowledgment.

Upcoming Opportunities and Announcements
Commissioner Darling shares an upcoming PRIDE training on 3/1 from 10am-12pm at the Murdoch Center

Public Comment
The Commission cannot act upon items presented during the Public Participation portion of the Agenda. Individual Commission members may ask questions of the public but are prohibited by the Open Meeting Law from discussion or considering the item among themselves until the item is officially placed on the Agenda. Each public comment or presentation will be limited to five (5) minutes.

Reports/Discussion Items
A.
Rainbow Pavement Exhibit
Commissioners supported the creation of a working group. Deputy City Clerk, Georganna Staskey, briefly reviewed the working group procedures. Commissioner Sanchez and Commissioner Darling volunteered as the CODA representatives and are working to create the rest of the group. They will report back the status at the next meeting.

Updates from Working Groups
Ms. Staskey reviewed Management Analysts and CODA staff liaison Chris Rhode’s high level update regarding the Library that no programs have been cancelled, though some are being marketed differently and let the commission know Mr. Rhode will provide more details at next month’s meeting.

Councilmember House joined the meeting at 2:00pm and did not provide an update for the group.

Updates from Staff Liaison
Ms. Staskey did not have additional updates. Commissioner Hernandez opened the floor for team introductions for the new Commissioner Silina Martinez. The team introduced themselves and how long they have been on the commission.

Agenda for Future Meeting(s)
Commissioner Hernandez stated he would like to bring back the discussion of Wayfindings from with Hunter from the Downtown Business Alliance. He stated Hunter has presented to other commissions and he would like to bring this back for further discussion and next steps. The commission supported bringing this back for continued discussion.
Commissioner Sanchez stated she would like the project list to be brought back forward for review and to keep as a reoccurring Future Agenda Item so discussions can occur when ready. Chair member Kidd would like to add the Camping Ordinance that was discussed at the last meeting to be added to the list. The commission supported bringing this forward for discussion.
Commissioner Sanchez states she would like discussion and possible action on the recent memo to the Department of Education ordering schools and colleges/universities to dismantle programs falling under diversity, equity, and inclusion or risk losing federal funding. Councilmember House joins the meeting at 2:00pm and stated she encouraged this discussion to come forward but states she cautions the commission may need legal advice on what kind of recommendations could come from the commission to Council. Councilmember House states she will reach out and requests Ms. Staskey as staff to help seek guidance for the commission as well. The commission supported bringing this forward for discussion.
Ms Staskey requests volunteers on accepting the Womens History Month Proclamation for the March 4, 2025 Council meeting. Chair member Kidd and Councilmember Darling volunteer to accept the proclamation in person at City Hall.
