Call to Order
Mayor Daggett called the Special Meeting to order at 1:00 p.m.

Recess into Executive Session
 

Moved by Councilmember Lori Matthews, seconded by Vice Mayor Miranda Sweet to recess into Executive Session.

Vote: 7 - 0 - Unanimously

Executive Session Confidentiality Statement

Discussions made during Executive Session are confidential by law. All persons present in Executive Session or who receive Executive Session information or materials shall keep the discussion, information and materials confidential and shall not disclose them, except as allowed by law.

Executive Session:

Discussion or consultation for legal advice with the attorney or attorneys of the public body and discussion or consultation with the attorneys of the public body in order to consider its position and instruct its attorneys regarding the public body's position regarding contracts that are the subject of negotiations, in pending or contemplated litigation or in settlement discussions conducted in order to avoid or resolve litigation, pursuant to A.R.S. §38-431.03(A)(3) and (4), respectively.

Legal advice and discussion regarding LCR, NAIWRSA, Red Gap Ranch and an upcoming presentation from the Bureau of Reclamation and staff related to findings of the value planning study entitled: Future Water Supply Study for Navajo Nation, Flagstaff and Regional Water Users.

Adjournment
The Special Meeting (Executive Session) of the Flagstaff City Council held October 21, 2025, reconvened into Open Session at 1:51 p.m. at which time the meeting adjourned.
