Call to Order
Mayor Daggett called the Special Meeting to order at 1:33 p.m.
 
2.
Roll Call
Present:

  • Councilmember Austin Aslan
  • Councilmember Anthony Garcia
  • Councilmember Khara House
  • Councilmember Lori Matthews (arrived 1:35 p.m.)

Recess into Executive Session
 

Moved by Vice Mayor Miranda Sweet, seconded by Councilmember Khara House to recess into Executive Session.

Vote: 6 - 0 - Unanimously

Council recessed into Executive Session at 1:34 p.m.

Executive Session Confidentiality Statement

Mayor Daggett read the confidentiality statement.

Discussions made during Executive Session are confidential by law. All persons present in Executive Session or who receive Executive Session information or materials shall keep the discussion, information and materials confidential and shall not disclose them, except as allowed by law.

Executive Session:
 
A.
Discussion or consideration of employment, assignment, appointment, promotion, demotion, dismissal, salaries, disciplining or resignation of a public officer, appointee or employee of any public body, except that, with the exception of salary discussions, an officer, appointee or employee may demand that the discussion or consideration occur at a public meeting. The public body shall provide the officer, appointee or employee with written notice of the executive session as is appropriate but not less than twenty-four hours for the officer, appointee or employee to determine whether the discussion or consideration should occur at a public meeting and discussion or consultation for legal advice with the attorney or attorneys of the public body in accordance with A.R.S. §38-431.03(A)(1) and (3) respectively.

Reconvene Special Meeting
The Council reconvened into Open Session at 2:58 p.m.
 
7.
Mayor and Council possible direction regarding Executive Session
 

Moved by Vice Mayor Miranda Sweet, seconded by Councilmember Khara House to direct and authorize the City Attorney and/or designated city representative to proceed as discussed in executive session items listed in Item 5Ai.

Vote: 7 - 0 - Unanimously

Adjournment
The Special Meeting of the Flagstaff City Council held October 31, 2025, adjourned at 3:00 p.m.
