Chair Parsons called the meeting to order at 4:04 PM.

The Flagstaff Parks and Recreation Commission humbly acknowledges the ancestral homelands of this area’s Indigenous nations and original stewards. These lands, still inhabited by Native descendants, border mountains sacred to Indigenous peoples. We honor them, their legacies, their traditions, and their continued contributions. We celebrate their past, present, and future generations who will forever know this place as home.

Commissioner Fraizer moved to approve the March 16, 2026 minutes as attached. Commissioner Diab seconded the motion. Motion carried.

Amy Hagin shared an update on behalf of Sara Dechter of Flagstaff's Planning and Development Division on the 2045 Regional Land Use Plan (presentation linked here). Amy informed Commissioners that the Flagstaff Regional Land Use Plan 2045 and the upcoming special election on Question 492, asking City residents to decide whether to ratify or not ratify the Regional Plan 245. There will not be in-person voting locations on election day. Notable dates to remember are, April 20th: deadline to register to vote and May 19th: special election date.

A.
Tour of Sport Courts at Bushmaster Park - Onsite
Amy Hagin provided an overview of the recently completed sports courts project at Bushmaster Park, noting that it is the first large BBB Recreation Capital-funded project completed for PROSE.
Parks staff reported that modifications are planned to extend the low fence railing around the basketball courts along the east and north sides to maintain openness while improving functionality. A connector sidewalk is also planned for the east side of the basketball courts.
Amy highlighted the darker striping on the basketball courts, explaining that these lines accommodate pickleball play. Use of basketball or tennis courts for pickleball is via permit only. Each sports court is equipped with a manual lighting control button to reactive the lighting once turned on. When activated, lights remain on for 60 minutes, with a two-minute warning signal prior to shutoff. All court lighting automatically turns off at 9:00 PM daily.
In response to a question regarding lighting impacts on nearby residents, Amy stated that only one complaint has been received from an adjacent resident. She explained that the installed lighting is directed downward with approximately a 5-foot space lit up outside of the court perimeter, with any noticeable reflection likely caused by nearby tree branches.
Amy noted an issue with unauthorized paper signage being posted on court fencing. Efforts are underway to inform the public and sports groups that signage must be placed on designated park message boards. Parks staff are also exploring options to create improved gathering areas for pickleball participants awaiting play.
Commissioner Frazier inquired about the use of larger rocks in the landscaping. Staff explained that six-inch rocks were selected for ease of maintenance and long-term upkeep.

- All sports courts are ADA accessible.
- Water outflow mitigation measures have been installed south of the courts.
- New vegetation, including cherry blossom trees, has been planted around the courts.
- A fruit orchard was planted west of the courts in 2025, consisting of 80 trees, with approximately 60 currently remaining.
B.
New Software Discussion onsite at Bushmaster Park
Haley Reynolds provided an update on the rollout of PROSE’s new online reservation platform. She noted that ramada rentals were the first feature made available to the public. All ramadas are being outfitted with new QR codes to improve accessibility, allowing park users to quickly make reservations or check availability on-site. Haley also reviewed the user experience of the reservation system, describing the process from a customer’s perspective. Commissioners were encouraged to explore the new platform independently.
Amy directed Commissioners’ attention to the newly installed “Welcome” signs located at all 27 parks. She explained that the updated signage has been simplified, emphasizing the use of symbols and QR codes in place of extensive text to improve clarity and usability.

Council Representative Report, Council Representative Anthony Garcia
Councilmember Garcia informed Commissioners that he had just returned from Washington, D.C. where he and a few other Councilmembers and City of Flagstaff staff visited with Arizona Senators Mark Kelly and Ruben Gallego, and Representative Eli Crane to discuss topics including Red Gap Ranch and the Rio de Flag Flood Control Project. He added that the new Deputy City Manager (Mary Goodman) would be starting in another week.

Informational items to and from Commissioners and Staff
Commissioner Kerr had a question on the upcoming annual maintenance closure at the Aquaplex. Amy confirmed that there would be a closure from May 4 -14, 2026.
Commissioner Diab notified staff that the roller rink at Bushmaster Park was still in of repairs. Holes that had been previously repaired were not properly sealed. Amy informed Commissioner Diab that the best way to relay maintenance requests is to report them via the parks' maintenance phone line: 928) 213-2161.
