Call to Order
Mayor Daggett called the meeting to order at 11:32. This meeting was held via TEAMS with a link provided for the public.

Member Updates
  • Max Robinson resigned on March 18th
  • Cesar Samnenago will be rehired on April 27th
The Board secretary provided an update on changes to current membership. 
 
b.
Thank you, Dave Van Boxtaele, for almost 30 years of service to the PSPRS Fire and Police Boards.
The board secretary provided an update to the PSPRS Local Board members. 
 
c.
Flagstaff Regional Land Use Plan 2045

Members listened to the Flagstaff Regional Land Use Plan 2045. There were no questions.

Review and Approve Minutes

Bob Oberly motioned to approve the minutes for the January 23, 2026 meeting. Mayor Daggett seconded the motion. The motion was approved unanimously. 
 
b.
New Membership Applications:
Review and vote on new PSPRS membership applications.

Patrick Staskey motioned to approve the new membership applications, including the noted pre-existing conditions. Todd George seconded the motion. The motion was approved unanimously.

PSPRS Membership Eligibility Determination – Temporary Assignment, Fire Captain Paramedic Casey Gonzales

Todd George motioned to approve the PSPRS membership eligibility while serving in the temporary dispatch position. Mayor Daggett seconded the motion. The motion was approved unanimously. 
 
d.
Hearing of the Application for a Line of Duty Death for Gerald "Jerry" Bills

Bob Oberly motioned to approve the Line of Duty Death designation for Gerald "Jerry" Bills. Todd Geroge seconded the motion. The motion was approved unanimously. 
 
5.
New Business
Patrick Staskey asked about the board's legal representation status. The Local Secretary informed the board that the 6-month contract had been signed for the services through Steven Bosse's office. Steven will be invited to a future meeting.

Adjournment
Mayor Daggett adjourned the meeting at 11:49 am.
