CALL TO ORDER
NOTICE OF OPTION TO RECESS INTO EXECUTIVE SESSION
Pursuant to A.R.S. §38-431.02, notice is hereby given to the members of the Commission and to the general public that, at this meeting, the Commission may vote to go into executive session, which will not be open to the public, for legal advice and discussion with the Commission’s attorneys for legal advice on any item listed on the following agenda, pursuant to A.R.S. §38-431.03(A)(3).

APPROVAL OF MINUTES
- Approve the minutes of the August 26th, 2026 regular Planning & Zoning Commission meeting - August 26th, 2026 meeting minutes
Moved by CJ Lucke, seconded by Mary Norton to approve the minutes of the August 26th, 2026 regular meeting of the Planning & Zoning Commission.

GENERAL BUSINESS

Discussion: PZ-26-00070 – Outdoor Lighting Update: Amend provisions in Zoning Code Chapter 10-50: Supplemental to Zones, Division 10-50.70: Outdoor Lighting, Section 10-50.70.050: General Requirements – All Lighting Zones to update requirements for Class 1 and Class 3 lighting, and revise Table 10-50.70.050.C: Shielding Standards to update residential development designations. Amend Chapter 10-80: Definitions to update the definition of “Partially Shielded Fixture,” and update Title 10 Flagstaff Zoning Code Appendices to remove outdated, non-regulatory supporting information.
- Tiffany Antol, Zoning Code Manager, provided a PowerPoint presentation and answered the commission's questions.

PZ-26-00136 – Zoning Map Amendment Process: Modify provisions in Zoning Code Chapter 10-20: Administration, Procedures, and Enforcement, Division 10-20.50: Common Procedures and Division 10-20.50: Amendments to the Zoning Code Text and the Zoning Map to require a pre-application meeting for a Zoning Map Amendment, remove submittal requirements based on the size of the development, and remove the two-pronged approach.

- Tiffany Antol provided a PowerPoint presentation along with answering questions and concerns from the commission.
- Vice-Chair, Mary Norton stated an interest in seeing what other cities do.
- Public comment was provided by Tyler Denham from Flagstaff for Affordable Housing in favor of the proposed zoning code text amendment.

MISCELLANEOUS ITEMS TO/FROM COMMISSION MEMBERS
- Commissioner Lucke, as liaison to the Water Services Commission, reported on her tour of Upper and Lower Lake Mary and some of the history of the lakes.
