Mayor Nabours called the Joint City/County Work Session of December 12, 2016, to order at 4:02 p.m.

An Update on the Progress of the 2016 Snowplay Taskforce
Coconino County Recreation Director Brian Grube provided a PowerPoint presentation that covered the following:

Convention and Visitor's Bureau Director Trace Ward continued the presentation.

Mayor Nabours offered that he is appreciative of the work and effort put in by the Taskforce and asked how the information will be communicated. Mr. Ward stated that the distribution will be to all the industry partners and available online.
Supervisor Metzger asked about notification of road closures during inclement weather. Mr. Ward explained that there is a hotline that is updated hourly while it is snowing to give a resource to visitors and travelers in the area. Mr. Grube added that physical signage will also be displayed.
Supervisor Ryan stated that traffic backups have already begun and asked about the messaging to advocate dispersal. Mr. Grube stated that the hotline will be critical for people to understand what they will be running into with closures and traffic. Additionally, there is messaging that Flagstaff is not just about snow play in the winter and there are other things to do in town.
Susie Garretson addressed the Council and Board of Supervisors regarding the challenges that residents in the Highway 180 corridor have.
Supervisor Babbott indicated that the purpose of the Taskforce has always been about mitigation, not elimination. Dispersed snow play is the best solution at this point which is why the County moved forward with a snow play area in the southern part of Flagstaff. He added that NAIPTA is working with Snowbowl this year during peak times to help reduce the number of vehicles on the road. It really is a balance between the use of public lands and the unintended consequences.

Assistant Director for Off Campus Life and Community Liaison Programs Karissa Morgan provided a PowerPoint presentation that covered the following:

Councilmember Overton asked what Ms. Morgan's role will be with the Comprehensive Parking Plan. Ms. Morgan stated that her main focus will be education of students and education of residents.
Councilmember Evans indicated that she feels that there is a disconnect between the Good Neighbor Coalition and the Southside community. Ms. Morgan explained that as the mission and scope of the Coalition expands it will include not just Southside representation but representation of the City of Flagstaff as a whole. She is working on expanding the platform for the Good Neighbor Coalition and getting more people notified of and attending the meetings.
Councilmember Putzova asked what tools are being used or created to share information with residents, businesses and students. Ms. Morgan stated that she has had conversations with students and residents about the types of information they want and need. She is networking with the City, NAU and the community to understand where she can get information and how to make sure that information is accurate and transparent.
Mayor Nabours asked if Ms. Morgan is seeing any trends in her conversations. Ms. Morgan stated that there is a lot of concern with new developments going in and what they will look like. Parking and noise are also frequent topics of conversation. Everyone she has talked to is interested and willing to work on bridging the gaps that exist in the community.
Supervisor Babbott asked about the coordination between the NAU Police Department and the Flagstaff Police Department and how that relates to the Code of Conduct when students are arrested for crimes. Assistant Dean of Students Kevin Demost stated that there is constant communication between the NAU PD and the Flagstaff PD and there are weekly meetings between the two departments. When there are situations with students, they are handled on a case by case basis depending on severity. Councilmember Evans asked how that information could be shared with the community because the perception is that the students are not being held accountable for their actions. Mr. Demost stated that he is unable to speak out on individual cases but could certainly compile and share numbers. Councilmember Putzova added that having those numbers would be helpful to show that all citizens are treated the same whether they are students, residents, or visitors.

Informational Items To/From Chairman, Supervisors and County Manager/Mayor, Council and City Manager.
Mayor Nabours recognized Supervisor Metzger for her service on the Board of Supervisors; he presented her with a Key to the City as well as a picture of Picture Canyon on behalf of the City of Flagstaff. Mayor Nabours stated that it has been a pleasure to serve with Supervisor Metzger and to collaborate with her and the County.
Mayor Nabours also thanked the Board of Supervisors for their willingness to participate in the joint meetings with the City. It is important to remember that City residents are also County residents.
Councilmember Brewster stated that she has always enjoyed the meetings and dialog with the County; so many things were accomplished by working together.
Supervisor Ryan offered that public service is hard and thanked Mayor Nabours and Councilmember Brewster for all that they have done. He stated that the County and the City are unique with the cooperative relationship that exists. There are many agreements and cooperating participation that benefits both communities; many jurisdictions do not have that kind of relationship.
Supervisor Babbott stated that there is an issue coming up with a County area on Hidden Hollow Road and the related access to City owned property. He will be asking for some clarification from Community Development on behalf of the residents there with regard to traffic impact analysis, subdivision requirements and other similar items.
Supervisor Babbott also reported that the County will begin recording their meetings starting in January of 2017. This has been something he has been advocating for and is excited to see it come to fruition.
Supervisor Babbott recognized Mayor Nabours and Councilmember Brewster and thanked them for their service. He offered that politics is not for the faint of heart and it is good to know that when people serve they are serving for the right reasons.
Vice Mayor Barotz thanked the Board of Supervisors and County staff for participating in the meeting. She also thanked Ms. Smith for all of her work; she has been a vital part of the team and she wishes her well on her new endeavors.
Vice Mayor Barotz recommended the book They Came to the Mountain; it is a great book about the history of Flagstaff and the formation of Coconino County.
Supervisor Metzger reported that another collaboration between the City and County is that the Governor now has a film office and the Franke School of Business and the Rural Policy Institute will be doing a study of Northern Arizona and economics as it relates to film. The project is moving forward and will highlight and discuss the great things the City and County have done together.
Supervisor Metzger introduced her successor Supervisor Elect Jim Parks and invited him to say a few words. Mr. Parks stated that he has some big shoes to fill; he intends to continue the work of Supervisor Metzger. He offered thanks to Supervisor Metzger for being a hero to the ranching and farming industry.
Councilmember Overton congratulated the County on their movement to stream their meetings; he offered that it is a great resource to have to be able to go back and review meetings. He also offered that the City commissions are utilizing the same process and it is a great tool for the public.
Councilmember Overton offered thanks and appreciation to Supervisor Metzger; he recognized all of her work with Picture Canyon and offered her the best in the future.
