Pursuant to A.R.S. §38-431.02, notice is hereby given to the members of the City Council and to the general public that, at this work session, the City Council may vote to go into executive session, which will not be open to the public, for legal advice and discussion with the City’s attorneys for legal advice on any item listed on the following agenda, pursuant to A.R.S. §38-431.03(A)(3).

If you wish to address the Council at tonight's meeting, please complete a comment card and submit it to the recording clerk as soon as possible. Your name will be called when it is your turn to speak. You may address the Council up to three times throughout the meeting, including comments made during Public Participation. Please limit your remarks to three minutes per item to allow everyone an opportunity to speak. At the discretion of the Chair, ten or more persons present at the meeting and wishing to speak may appoint a representative who may have no more than fifteen minutes to speak.

Charlie Silver addressed Council asking what happens if the secondary property tax rate goes down and how might that affect the payment of the bonds. He suggested that the time period used to determine homes available under $250,000 should be lengthened to provide a more accurate number over time.
Management Services Director Rick Tadder stated that there is flexibility in the length of time for debt and current debt. The City will continue to manage that debt the same as always and there are tools available to help maintain the rate at .8366.
Ms. Goodrich offered with regard to the time frame selected that it was just a point in time to evaluate the availability for someone entering into the market.
Councilmember Barotz asked for clarification on what the primary and secondary property tax pays for. Mr. Tadder explained that the primary property taxes are used for general services the government provides and secondary property tax is used to pay off general obligation debt and used to pay for special districts.
Vice Mayor Whelan asked about the process for developing the publicity pamphlet, she feels that there is a lack of Council input into the process. Ms. Goodrich stated that the publicity pamphlet is a staff driven function and is most often done in consultation with strategists and consultants.

2018 Resolutions of the League of Arizona Cities and Towns
Deputy City Manager Shane Dille stated that the discussion is in preparation for the League Resolutions Committee; Mayor Evans will be expected to communicate the City’s position on the various resolutions presented. Mr. Dille introduced the City’s State Lobbyist Richard Travis who provided a PowerPoint presentation that covered the following:

Councilmember Putzova stated that she would like the City to stay out of this issue because it does not impact Flagstaff.

Councilmember Overton asked if there has been any interest in expanding this to viewsheds, appearance, or proximity to other items. Mr. Travis stated that it has been brought up in the past, but it has not been something that has been able to pass.
Vice Mayor Whelan asked how this kind of opt out can be done if charter schools are still deemed public schools. Mr. Travis offered that there are a number of reporting requirements that charter schools do not have to comply with. Charter schools are also exempt from many zoning requirements.

Informational Items To/From Mayor, Council, and City Manager; future agenda item requests.
Councilmember Odegaard requested a F.A.I.R to look at City employee compensation by looking at the budget just passed for FY2019 to see if there are unexpected revenues to offer a one-time compensation for City employees.
Councilmember McCarthy requested a F.A.I.R. to discuss increasing the head count in the Planning Department if there are unexpected revenues from the FY2018 budget.
