Vice Mayor Whelan called the Special Meeting (Executive Session) to order at 4:00 p.m.

Moved by Councilmember Eva Putzova, seconded by Councilmember Jim McCarthy to recess into Executive Session.
Vote: 6 - 0 - Unanimously

The Flagstaff City Council recessed into Executive Session at 4:01 p.m.
