Call to Order

Chairman Wheeler called the regular meeting of the Planning and Zoning Commission to order at 4:00 p.m.

NOTE: One or more Commission Members may be in attendance telephonically or by other technological means.

Public Comment

At this time, any member of the public may address the Commission on any subject within their jurisdiction that is not scheduled before the Commission on that day. Due to Open Meeting Laws, the Commission cannot discuss or act on items presented during this portion of the agenda. To address the Commission on an item that is on the agenda, please wait for the Chair to call for Public Comment at the time the item is heard.

APPROVAL OF MINUTES
Minutes of the regular meeting of August 14, 2019
 
STAFF RECOMMENDED ACTION:
 Staff recommends the Planning and Zoning Commission approve the minutes of the regular meeting of August 14, 2019
 

Moved by Eric Nolan, seconded by Marie Jones to approve the minutes of August 14, 2019 the regular meeting of the Planning and Zoning Comission.

Vote: 4 - 0 - Unanimously

 
5.
PUBLIC HEARING
 
A.
Project #: PZ-19-00126-01 Our Lady of Guadalupe
Landmark Overlay Zoning Map Amendment, submitted by San Francisco de Asis parish and the Planning Director, of approximately 0.62 acres located at 244 S. Kendrick Street to add Landmarks Overlay (LO) Zone to the existing zoning classification of High Density Residential (HR) Zone.


 
Staff recommends the Planning and Zoning Commission, in accordance with the findings presented in this report, forward the Landmark Overlay Zoning Map Amendment request to the City Council with a recommendation for approval.
Sara Dechter, Interim HPO, gave a PowerPoint presentation on the proposed Landmark Overlay District Zoning Map Amendment and answered questions from Commissioners.

Anna Hoffman, representative for Our Lady of Guadalupe Church, answered questions from Commissioners about the future plans for the restoration of the old convent.
 

Moved by David Zimmerman, seconded by Marie Jones in accordance with the findings presented by Staff, forward the Landmark Overlay Zoning Map Amendment to City Council for approval with staff conditions and with the additional condition that the restoration plan be presented and approved by the City of Flagstaff Historic Preservation Commission and presented to Az State Historic Office for comment before implementation.

Vote: 4 - 0 - Unanimously

GENERAL BUSINESS
 
A.
A work session with the Planning and Zoning Commission to discuss the Flagstaff Regional Plan 2030: 2018 Annual Report
  • To provide a summary to the Planning and Zoning Commission about the progress being made to implement the Flagstaff Regional Plan 2030.
  • To receive feedback from the Planning and Zoning Commission on Future Comprehensive Planning Projects.

As required by law our Comprehensive Planning staff has prepared the 2018 Annual Report of the Flagstaff Regional Plan 2030. This is the fifth assessment of the City’s efforts to implement the Plan, showing progress towards comprehensive data tracking and incorporating the Plan into decision-making processes. The City’s commitment to produce an annual report will help determine future specific plan needs and Plan amendments, advancing the idea that the Plan is a living document.
Carlton Johnson, Associate Planner, gave a PowerPoint presentation on the Flagstaff Regional Plan 2030: 2018 Annual report and answered questions from Commissioners.

Neil Gullickson, Interim Current Planning Manager, was present and answered questions from Commissioners

Sara Dechter, Comprehensive Planning Manager, was present and answered questions from Commissioners

Tiffany Antol, Planning Director, was present and answered questions from Commissioners.
 
7.
MISCELLANEOUS ITEMS TO/FROM COMMISSION MEMBERS
Mr. Gullickson gave an update on past projects and new commissioners Carole Mandino and Gaylene Soper. 
Commission training will be scheduled in the near future.
