SUBJECT:

Approval of authorization for staff to enter into contractual negotiations with highest ranked proposer pursuant to the review of qualifications and proposals associated with RFQP 2020-023 Redevelopment of Fisherman's Wharf.

SUMMARY:

On October 27, 2020, the FPRA Board approved the recommendation to invite all qualified respondents to enter into the Request for Proposal (RFP) phase for the redevelopment of Fisherman’s Wharf. The RFP was issued on November 3, 2020 to the following shortlisted firms: Azur Equities, Office America Group, Shelli Associates, and Smyth Builders. The FPRA received four (4) responses by the deadline of January 25, 2021.
 
Presentations to the evaluation committee were held virtually on February 10, 2021. The evaluation committee subsequently met to evaluate the proposals in accordance with the information detailed in Section IV – Scope of Service/Specifications, pg. 18, RFP Evaluation Criteria. The committee reviewed and scored the responses with respect to Preliminary Development Plan, Meeting CRA/Project Goals, Public Benefit, Economic Feasibility, Acquisition/Financing, Schedule, and Qualifications/Experience of Proposer.

RECOMMENDATION:

Authorize staff to initiate negotiations with the highest ranked proposer.

ALTERNATIVES:

Staff will proceed as directed by the FPRA Board.
