Approve execution of SFWMD Indian River Lagoon Grant Agreement No. 4600004355 in the amount of $1,320,000 which will provide 90% of the construction funding for a project identified as Georgia Avenue Basin Water Quality Improvements.

This Indian River Lagoon Water Quality Grant has been approved by the SFWMD Governing Board and will provide repayment of $1,188,000 or 90% of the costs associated with the $1,320,000 Georgia Avenue Basin Water Quality Improvement construction project.  This project will provide water quality treatment of stormwater run-off from the 235-acre Georgia Avenue Drainage Basin by providing Best Management Practices (BMP) Treatment Trains at three (3) stormwater inflow points.  Prior to discharge into the Indian River Lagoon, a Bio-Swale, canal stabilization, and a Sun-Tree Nutrient Separating Baffle Box will be constructed along with a control structure at the IHGC lake's outfall.  The project also proposes the introduction of an aeration fountain in the existing IHGC lake in order to boost oxygen levels within the lake.  These improvements are expected to result in an annual load reduction of 626 lbs of total nitrogen (TN) and 105 lbs. of total phosphorus (TP) currently entering into the Indian River Lagoon.

Staff recommends approval.

Do not execute agreement and forfeit the 90% grant funding for this much needed project.
