SUBJECT:
Presentation and Approval to proceed to partner with Tyler Technologies for a cloud-based software as a subscription Munis ERP solution as a five-year partnership in an amount not to exceed $2,031,903.00, with a first year fee of $1,147,103.00 and a recurring annual fee of $221,200.00 for years two through five as a piggyback off the cooperative contract with Sourcewell.
SUMMARY:
The CentralSquare Technologies Naviline Public Administration ERP solution has historically offered a significant range of functionality capable of meeting several of the City's ERP needs. However, the primary challenges with maintaining the current solution includes inefficiencies due to the need for multiple systems and software platforms and the cost of maintaining and supporting the CentralSsquare ERP solution (on-premises) and the interfaces along with associated hardware requirements. Internal and external costs to support the current environment, a mixed variety of standalone software systems training and administrative expertise across all domains, and the lack of integrated information are the central driving force also main drivers for the consideration of additional options.
In view of the total cost of ownership differential as well as the problems experienced in maintaining and optimizing this ERP currently and in the past, staff recommends that we allow the City to lower the total cost of ownership and improve the functionality for the enterprise and our citizens by acquiring a new ERP solution with Tyler Technologies.

RECOMMENDATION:
Staff recommends the consideration with moving forward with the following:
- Partnering with Tyler Technologies for a cloud-based, software as a subscription Munis ERP solution.
ALTERNATIVES:
Do not approve a partnership with Tyler Technologies and continue with existing ERP provider CentralSquare Technologies.
