SUBJECT:
Approval of Axon Officer Safety Plan 7+ for a five (5) year contract in the total amount of $2,473,199.80 and is funded from the American Rescue Plan.
SUMMARY:
The Police Department currently utilizes 118 Axon body cameras and 120 Axon X-2 Tasers at a combined cost of $126,362.48 per year. The Department is requesting approval to expand and update the body camera and Taser program through the approval of the Axon Officer Safety Plan 7+ for a five (5) year contract in the amount not to exceed $2,473,199.80. The funding for the contract will be from the American Rescue Plan. The expanded contract will include the following: Increase the total number of body cameras from 118 to 130 and include Respond for Devices+ (GPS Location, alerts for Taser activation, supervisor overview, and live stream). - Camera is connected with a LTE data plan (included) that reports the officer’s real-time location (GPS), while recording, to a supervisor’s dashboard. - Supervisor dashboard also provides real-time alerts for Taser activations and firearm draws. - Add 65 Axon Fleet 3 in-car video cameras with Automated License Plate Readers. - This is a three-camera system with a front-facing camera, rear seat camera, and an automatic license plate reader camera. Update the 120 current X2 Tasers to 130 X7 Tasers. - Taser X7 has been redesigned to be a more effective less-lethal option. - Body of the Taser X7 is bright yellow (X2 is all black) providing a visual indication to differentiate between a firearm and a Taser. Virtual Reality (VR) Training with five (5) headsets. - Axon VR Training is an immersive training program that allows officers to be put into varying scenarios with outcomes based on their performance. Axon Air Drone: - This is an advanced commercial drone that brings aerial capabilities to the Department for operations including person searches, disaster recovery, critical/high-risk incidents, large event management, and crime scene documentation. The Purchasing Division has reviewed and investigated this request and found that all information and justification to be correct. Axon Enterprise, Inc. provided a sole source justification letter, see attached. It is on the basis that competitive procurement be waived and that the above item be treated as a "Sole Source" commodity.
RECOMMENDATION:
The Department is recommending approval of the contract which will enhance the efficiency of our Officers and provide more transparency for the public.
ALTERNATIVES:
To deny approval of the contract which leaves the Department with outdated equipment.
