SUBJECT:
Public Hearing - Resolution 22-R15, Providing City of Fort Pierce authorization to the Fort Pierce Redevelopment Agency to transfer ten (10) parcels near 322 N. 2nd Street, the King's Landing Site, to Audubon Development, Inc., for less than fair value as a viable community redevelopment project.
SUMMARY:
After advertising Request for Qualifications and Proposals (“RFQP”) No. 2019-003, considering the responses, and selecting Audubon Development, Inc. (“Audubon”), as the highest ranked proposer, the City of Fort Pierce and the Fort Pierce Redevelopment Agency (“FPRA”) entered into an agreement with Audubon, to develop certain property located near 322 North 2nd Street and commonly known as the King’s Landing Site. The original developer’s agreement, which was approved by the FPRA and the City Commission in 2019, was amended, restated, and approved by the City Commission on January 18, 2022, and the FPRA Board on February 8, 2022 (collectively the “Agreement”).
The Agreement contemplates the transfer of certain parcels from the City to the FPRA and subsequently from the FPRA to Audubon. In all, the FPRA needs to transfer ownership of the ten (10) parcels to Audubon. Section 163.380(2), Florida Statutes, requires the local governing body to approve the disposal of community redevelopment property at less than fair value at a duly noticed public hearing.
