SUBJECT:
Quasi-Judicial Hearing - Review and approval of an application for Conditional Use and Site Plan (Development and Design Review) submitted by property owner, Fraternia Corporation, and representative, Engineering Design & Construction, Inc., for Flagship Self Storage generally located at 3900 S US Highway 1, to construct a three (3)-story storage building totaling 95,082 square feet and four (4), one (1)-story storage buildings totaling 10,051 square feet with associated site improvements. The property is zoned General Commercial Zone (C-3). Parcel ID: 2434-501-0019-000-3.
SUMMARY:
The applicant is requesting the review and approval for a Conditional Use - Site Plan (Development Review and Design Review) to construct a three (3)-story, 95,082 square foot storage building, with 1,050 square feet of office space and four (4), one (1)-story storage buildings totaling 10,051 square feet with associated site improvements. The facility will be secured by an automated gate and fencing, with an office on-site. The subject parcels total approximately 2.64 acres. The site is surrounded by General Commercial (C-3) businesses to the west, vacant land to the north and south, and single-family homes to the east.
RECOMMENDATION:
The proposed Conditional Use - Site Plan (Development Review and Design Review) applications adhere to the requirements of the City Land Development Code and guidelines of the City’s Comprehensive Plan and does not appear to adversely affect the public health, safety, convenience, and general welfare. Therefore, Staff recommends APPROVAL of the requested applications with the following conditions:
- A certified letter of completion by a landscape architect, cost estimate, and landscape bond pursuant to City Code 123-6 shall be required before the Final Certificate of Occupancy is approved for the site.
- Prior to the issuance of any site clearing permits, the applicant shall provide a Tree Mitigation Survey and coordinate with the City of Ft. Pierce Arborist for the required mitigation of the City regulated trees proposed to be removed as a result of this site’s development/construction activity.
