SUBJECT:

Conditional Use - Lindsay School of the Arts -- 515 Avenue A

SUMMARY:

  • The applicant is requesting the review and approval of a Conditional Use with No New Construction to allow a School of the Arts.
  • The applicant is seeking to operate the school in an existing 23,742 square foot structure. The property has a Future Land Use designation of General Commercial with a compatible zoning classification of General Commercial (C-3).
  • The proposed facility is approximately 23,742 square-feet. The applicant has submitted a floor plan that will consist of 3 classrooms and 3 restrooms. No meals will be provided for students and employees from onsite, meaning food must be provided by the students and employees themselves. The site is located inside the First United Methodist Church with access to adequate parking spaces for the use of employees and visitors. The facility can be accessed by vehicle from the Church entrance located on Avenue A and by Pedestrians on Orange Avenue and Avenue A.
  • Operation of the facility will be from 8:30 am to 3:30 pm, Monday through Friday. There will be a total of 3 employees and the site will accommodate approximately 25-30 students. The school is geared to students in grades 6th through 11th.
     

RECOMMENDATION:

The proposed use offers a provision of Elementary, Middle and High School representing a limited commercial use that is compatible with the surrounding neighborhood and is generally consistent with the City’s Comprehensive Plan and Land Development Code with appropriate restrictions. Therefore, Staff recommends APPROVAL.
