SUBJECT:

City Initiated Annexation of twenty-five (25) parcels.

SUMMARY:

This item proposes the annexation of twenty-five (25) properties located at or near the intersection of Orange Ave with N. Jenkins Rd and S. Jenkins Road in Fort Pierce, Florida. (Tables and maps of the properties area attached). The parcel ID#'s: 2407-231-0001-000-2, 2407-231-0002-000-9, 2407-231-0002-140-2, 2407-231-0002-130-9, 2407-231-0002-120-6, 2407-231-0002-110-3, 2407-231-0002-150-5, 2407-231-0002-050-4, 2407-231-0002-060-7, 2407-231-0002-070-0, 2407-231-0002-080-3, 2407-231-0002-090-6, 2407-231-0002-100-0, 2407-234-0004-000-2, 2407-232-0001-000-5, 2312-144-0004-000-5, 2312-144-0003-000-8, 2312-144-0001-000-4, 2312-143-0001-000-1, 2312-143-0002-000-8, 2407-701-0001-000-4, 2407-701-0002-000-1, 2312-411-0001-000-3, 2312-411-0003-000-7, and 2407-322-0000-000-4.

Twenty-Four (24) of the properties are subject to existing utility agreements with the City of Fort Pierce, and Fort Pierce Utility Authority. The agreement provides for the annexation of the subject property at a time that the subject property becomes contiguous with the City limit. The twenty-fifth lot to be annexed is in City and FPUA ownership and will become contiguous during the annexation process.
 
The annexation agreements were signed between 1993 and 2006 and bind subsequent heirs, successors or assigns to annex into the City limits once the condition to annex has been met. That condition has recently been met for certain lots and will subsequently be further met with the proposed sequence of processing of the annexations.
 
The Current Zoning and Future land use of the properties will not be amended at this time and will remain as designated/categorized by St. Lucie County.

The annexations will be processed in through ten (10) ordinances processed in a sequence to conform with contiguity. Ordinance reference numbers; 23-031, 23-032, 23-033, 23-034, 23-035, 23-036, 23-037, 23-038, 23-039, and 23-040, will be processed in numerical order to maintain State conditions for allowing annexation.

RECOMMENDATION:

Staff recommend the Planning Board move the annexation package to City Commission with a recommendation of approval.
