PULLED AT STAFF'S REQUEST.  Approve Proposal by Zyscovich Architects for Master Planning and Conceptual Architectural Design Services for the Development of a Master Transit Oriented Development Action Plan in an estimated amount of $100,000.00 which will be reimbursed by the St. Lucie County Transportation Planning Organization via Interlocal Agreement.

Zyschovich Architects will complete the following tasks and milestones:

• Final TOD Master Plan with a detailed illustrative document depicting urban design plan connecting the TOD District and Station Area to SunTrail (north/south) and Downtown (east/west).
• Architectural Concept for a Brightline Station including siting options and building massing.
• Graphic Renderings for presentation purposes at meetings and submittals.

This project will be treated as a single source, which is a procurement decision whereby purchases are directed to one source because of standardization, warranty, or other factors, even though other competitive sources may be available.  This vendor is currently providing these services for Brightline, and provide the level of expertise required, familiarity with the firm and product being offered and saves time. The Purchasing Manager has reviewed and investigated the procurement process for this item and recommend that competitive procurement be waived and deem this item as Single Source Purchase.
