Approval to contract with the top four ranked consultant firms, Gannet Fleming, Inc., Johnson, Mirmiran, & Thompson, Inc., Captec Engineering, Inc. and Culpepper & Terpening, Inc. for the Construction Engineering and Inspection Services in response to RFQ 2024-026 for a five (5) year term. 

The City solicited responses from professional firms qualified to provide Construction Engineering and Inspection Services. Six (6) consultants responded to the solicitation. A committee of five (5) evaluators (Selena Griffett, Tracy Telle, Venetia Barns, Shaun Coss, and Tracy Boas) reviewed each of the submittals and scored them based on the following criteria:
 

Firms Qualifications/Experience: Includes information about the Proposer, their size, activities, and expertise with similar programs, and experience, qualifications and technical competence of Project Management and inspection staff.														40
Scope of Work/Ability to Meet Set Standards: Provides clear and concise understanding of services essential to this contract.														30

The City desires to qualify the top four (4) ranked firms in accordance with Florida Statute 287.055 (Consultants Competitive Negotiation Act) for a five (5) year term. The evaluation committee has recommended the following firms to be utilized on an as-needed basis::

Johnson, Mirmiran, & Thompson, Inc
Captec Engineering, Inc
Culpepper & Terpening, Inc
 

Staff recommends Commission authorization to enter into contracts with the selected consultants. Upon agreement of contract terms, contracts will be reviewed by the City Attorney and returned to the Commission for approval and signature.

Reject or revise as directed by the Commission.
