SUBJECT:

Approval of a FPRA Mural Program Artist Service Agreement with Jesse Jentzen for the mural at 130 N. 2nd Street in the amount of $40,000.00.

SUMMARY:

The FPRA Mural Program is an initiative dedicated to revitalizing the community by transforming blank walls into meaningful works of art. Through this program, the FPRA funds the installation of murals on eligible properties within the designated redevelopment area. This program aims to reduce slum and blight, foster civic pride, and provide a platform for artistic expression while improving the overall aesthetic of the city.


In June 2025, a Call for Artists was issued, and the CRA Advisory Committee reviewed numerous submissions. Following this competitive process, artist Jesse Jentzen was selected to create a mural at 130 N. 2nd Street.


His proposed mural, Currents of Florida: Life Below the Surface, is a vibrant and colorful tribute to Florida’s natural heritage. The artwork will serve as both a visual landmark and a cultural bridge, celebrating the deep relationship between the people of Florida and the surrounding sea. The mural is expected to become a focal point in the downtown area, inviting residents and visitors alike to engage with art in a meaningful way.


As a result, the selected artist agrees to enter into an agreement with the FPRA to proceed with the commencement of the mural.

FPRA REDEVELOPMENT PLAN GOAL/POLICY

11. The Fort Pierce Redevelopment Area will become well known for its arts and cultural activities, amenities and events.
11.3 The Fort Pierce Redevelopment Agency will support the development of public art, art-related development, and art-related activities and events within the Redevelopment Area.

RECOMMENDATION:

Staff recommends approval to execute the Artist Agreement with Jesse Jentzen in the amount of $40,000.00.

ALTERNATIVES:

Deny approval of the Artist Agreement with Jesse Jentzen and direct staff to reissue the Call to Artists or select an alternate design from the original submissions.

OTHER INFORMATION:

At the July 2024 meeting, the FPRA Board approved funding in the amount of $50,000.00 for the FPRA Mural Program.
