SUBJECT:

Review and direction regarding a Grant Agreement for Commercial Facade Improvements for Botanical Sanctuary, LLC at 722 Orange Ave. in the amount of $25,000.00.

SUMMARY:

The intent of the Commercial Façade Grant Program is to significantly enhance the appearance of buildings and eliminate blight within the FPRA district. This program is designed to encourage redevelopment of the FPRA by enhancing its visual aesthetics, which will lead to increased property values, tenant occupancy, economic development, and job creation. The program offers financial assistance in the form of a reimbursable grant, matching 50% up to $25,000.

The property located at 722 Orange Avenue identified by Parcel ID 2410-604-0080-000-3 includes three units as well as a vacant lot situated to the west of the building. 

Botanical Sanctuary, LLC, the applicant, is requesting funding for the following eligible improvements:
  • Installation of new impact-resistant windows and replacement of the front door on Unit 722
  • Roof replacement on Unit 726
  • Relocation of the fence on the adjacent vacant lot to allow for the installation of decorative pavers

The total estimated investment for these improvements is $57,075.79, with a grant request of $25,000.
 
The application was evaluated based on the following criteria:
•Visual impact/ Blight Elimination – The project's ability to enhance the visual appeal of the FPRA and significantly eliminate the blight of the building.
•Total Project Investment –The higher the ratio of private investment to public grant dollar investment, the higher the score.
•Design & Creativity – The innovation and visual appeal of the facade design, compatibility with the neighborhood’s architectural style, and the sustainability and longevity of the proposed improvements.
•Community Impact/Public Benefit – The funded projects not only improve the appearance of commercial properties but also generate meaningful positive impacts for the community and the general public.

The CRA Advisory Committee reviewed and evaluated the application and recommended award with the condition to replace all three doors, not just the door on unit 722 as submitted in the application.

The applicant responded as follows:  “We are planning to install an old-fashioned venue, and the existing doors match the aesthetic we are aiming for. Is there any way the committee would consider allowing us to leave the other two doors as-is, since this aligns with our vision? We promise that the overall look and feel will still support the FPRA’s goals while maintaining an old Florida charm.”

RECOMMENDATION:

Staff recommends approval with the CRA Advisory Committee's recommendations to replace all three doors. 

ALTERNATIVES:

Staff will proceed as directed by the FPRA Board.

FISCAL IMPACT:
