Request Award of the Indian River Drive (Seaway Drive to Avenue A) Roadway Reconstruction Contract to Ferreira Construction Co., Inc. – Bid No. 2025-019

SUBJECT:

Approval of Award of RFP 2025-019 for the Indian River Drive Roadway Reconstruction project to the low bidder, Ferreira Construction Company, Inc. in an amount not to exceed $10,254,124.04.

SUMMARY:

On August 30, 2022, Governor Ron DeSantis awarded the City of Fort Pierce a $2.7 million Florida Job Growth Grant, DEO Grant Agreement No. G0100, to assist with the funding of infrastructure improvements along Indian River Drive, Avenue B, and AE Backus Avenue. 

The improvements to Indian River Drive include the replacement of the bridge over Moore’s Creek, roadway reconstruction, on-street parking where right-of-way limits allow, landscaping, irrigation, sidewalks, curb & gutter, drainage upgrades, rerouting of electric, and upgrades to the existing water and sanitary sewer infrastructure.  The bids received ranged in price from $13,544,607 to $20,678,287. 

Staff entered into negotiations with the engineer of record and the low bidder in order to explore value engineering opportunities as a way of providing cost-saving options for the project, as a result the original low bid of $13,544,607 was reduced to $10,254,124. 

The following design elements were eliminated or proposed for future construction as result of the cost savings:
1) Seawall and bridge modifications including reduction of approach slabs.
2) Eliminated brick sidewalk banding and reduced western sidewalk width.
3) Landscape modifications.
4) Permeable parking modifications.
5) Pavement design changes.
6) AE Backus improvements.

RECOMMENDATION:

Staff recommends award of the modified bid in the amount of $10,254,124.04 to the low bidder, Ferreira Construction Company, Inc.

Deny and rebid.

Note: Additional funding will be needed for plan design modifications, geotechnical testing during construction, and CEI services.
